- This is a Pre-Solicitation Notice. The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Climate Change Division (CCD) Economic Analysis Branch (EAB) intends to award a sole source Fixed-Rate Indefinite Delivery/Indefinite Quantity contract to Dale Jorgenson Associates to provide advisory and assistance services. These services will be in support of economy-wide and macroeconomic analyses of policies which address issues relating to the reduction of greenhouse gas (GHG) intensity using the Inter-temporal General Equilibrium Model (IGEM). This procurement is authorized by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), citing 41 U.S.C. 253(c)(1), as there is only one source for this procurement and no other source will satisfy agency requirements. The contract will be a one-year base period and two (2) one-year option periods using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, to Dale Jorgenson Associates (DJA) of Cambridge, MA. The approximate value of this contract will be $600,000 if all options are exercised. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR PROPOSAL (RFP) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirements based upon the responses to this pre-solicitation notice is solely within the discretion of the Government.
