- NASA/ARC has a requirement to provide access to certain Flight Operations Quality Assurance (FOQA) data for the Distributed National FOQA Archive (DNFA) project under the Aviation Safety and Security Program (AvSSP). National Aeronautics and Space Administration (NASA) is managing an industry-requested collaboration among airlines, employee representatives, and the Federal Aviation Administration (FAA) leading to a network-based distributed archive of aircraft flight data. These data are collected by airlines under ongoing safety programs. A number of these airlines have agreed to participate in the archive process. This requirement will provide access to data from those airlines which have agreed to participate in the archive by entering into Space Act Agreements with NASA Ames Research Center and use SAGEM Avionics Analysis Ground System (AGS) for download, quality filtering, and analysis of their FOQA data. The purpose of this requirement is to support the DNFA mission objective of AvSSP ? to develop a technical process to extract de-identified safety data from any participating airline Flight Operations Quality Assurance (FOQA) program, aggregate it through a distributed database, and make it accessible to appropriate industry stakeholders for analysis. This requirement supports those objectives by providing access to certain de-identified FOQA data. TECHNICAL TERMS AvSSP - Aviation Safety and Security Program (NASA) DNFA ? Distributed National FOQA Archive FAA - Federal Aviation Administration FOQA - Flight Operations Quality Assurance NASA - National Aeronautics and Space Administration SAA ? Space Act Agreement The period of performance will be two years commencing February 7, 2005. NASA/ARC intends to purchase the service from SAGEM Avionics Inc, Grand Prairie, Texas under the authority of 10 U.S.C. 2304(c)(1)based on their unique expertise and Analysis Ground System access to certain FOQA data for the DNFA essential to support this network-based distributed archive of aircraft flight data. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 4, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
