- NASA/MSFC plans to issue a noncompetitive Request for Proposal (RFP) to Science Application International Corporation (SAIC), Huntsville, AL, for a "bridge" extension of the services being provided under Order H-35186D. The contractor shall furnish the necessary management, labor, facilities, tools, and material (except as otherwise provided by the Government) to perform system analyses, trade studies, surveys, and other actions as required to identify and assess key technologies required for advanced in-space transportation systems/concepts/architectures and quantify the impacts for these technologies. The period of performance for this "bridge" extension is March 1, 2005, through April 30, 2005, with the potential of three (3) additional 1-month extensions. NASA/MSFC intends to acquire these services noncompetitively from SAIC pursuant to FAR 6.302-1 (a)(2)(iii). For this "bridge" period, provision of these highly specialized services from other than the incumbent contractor would result in (a) unacceptable delays in fulfilling the Agency's requirements and (b) substantial duplication of cost to the Government that is not expected to be recovered through a second competition. The extension described herein represents a "bridge" effort between the incumbent order (H-35186D) and a successor to be awarded as a result of a FAR 8.405 competition currently being conducted using FSS 871 (Professional Engineering Services). Award of a successor order is planned during the period of this "bridge" extension to H-35186D. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
