Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to procure Education and Training Services to support the Training Support Center, San Diego, CA. It is anticipated that services will be required for a 12-month base period, to commence 1 October 2004, with provisions for up to four consecutive 12-month option periods. The contractor shall provide adequate numbers of qualified personnel, supervision, management, equipment, and materials to perform education and training of United States Navy Sailors, Marines, DoD personnel, and/or Foreign Students as required. Services shall include instruction of courses, articulation of courses, award of college credits, remediation assistance for students, test and evaluation support, and related travel. The goal of these services is to produce proficiently trained students meeting the required performance and course completion standards, along with receipt of college credit and/or industry certifications, where appropriate, for instruction received. The instruction may be required in any or all of the following instructional environments: (1) Legacy environment - group-paced, instructor-led traditional instruction in a Navy school house environment where the contractor provides onsite instructors; (2) Remote mentor environment - self-paced instruction in a virtual reality environment where the contractor provides online facilitation; (3) Resident seat environment - self-paced, computer-based instruction in a Navy school house environment where the contractor provides onsite facilitators; (4) Lab seat environment - group-paced or individual-paced instruction in a Navy school house environment where the contractor provides onsite instruction/facilitation. These services will support Navy “Revolution in Training” goals. The RFP will include the estimated maximum quantity of work and information regarding course operating hours, course length, annual student throughput, class size, course descriptions, ratios of instruction, course-learning objectives, specialized technical certifications, maintenance requirements, estimated class convening schedules, and will reference mandatory or advisory applicable Government regulations and directives. The contractor or partnered institution shall be a member in good standing with the Servicemembers Opportunity College (SOC) and, consistent with academic standard and SOC principles, shall award college credits to students for courses completed under the prospective contract. The Government intends to award, on a full and open competition basis, a firm-fixed-price, indefinite delivery-indefinite quantity (IDIQ) type contract, to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors. The evaluation criteria will be outlined in the solicitation. When available, the RFP will be posted at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. The solicitation will indicate a closing date. The North American Industry Classification System Code is 611310, and the applicable size standard is $6 million.
