- Description
- PLEASE NOTE THIS SOLICITATION IS NOT READY TO BE ISSUED AS OF THIS DATE. The U.S. Department of State, Office of Acquisition Management intends to issue a solicitation requiring operation and management of security services for the U.S. Embassy and other U.S. Government facilities in Baghdad, Iraq. These services are required in order to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents, and property and terrorist acts against all U.S. assets, and prevent damage to Government property. The Contractor shall furnish managerial, administrative, and direct labor to accomplish all work as required in the contract. The Contractor shall support this effort with the appropriate infrastructure to provide for logistics support for its employees including housing, subsistence, and protection of the Contractor work force. Anticipated performance is for one base year and four (4) one-year periods at the option of the Government. Security services are required in Baghdad and may also be required in Basrah, Hillah, Kirkuk, and Mosul at the Government’s option. Major duties and responsibilities are to perform access control to limit entry to only authorized personnel or visitors, and to operate walk-through metal detectors, hand-held detectors, electronic and hydraulic barriers, utilize working dogs and dog handlers for the detection of explosives or explosive devices and special monitoring devices. This will be an armed program with weapons provided by the Government. All security personnel except the Screeners/Interpreters must be U.S. Citizens, expatriates from native English-speaking countries (EXPATs), or Third-Country Nationals (TCNs) from countries that do not pose a security risk. The Contractor will be required to have a Top Secret facility clearance, issued by the Defense Security Services in accordance with DOD National Industrial Security Program Operating Manual, prior to contract performance. Individual Contractor personnel must also be cleared. U.S. Citizens must possess a Top Secret clearance, and EXPATs and TCNs must be approved by the Embassy after passing a background investigation conducted by the Contractor. In accordance with 22 U.S.C. 4864, the Government will give preference in awarding this contract to offerors qualifying as U.S. persons or U.S. Joint Venture Persons and award the contract to the technically acceptable, responsible offeror with the lowest evaluated price. A/LM/AQM intends to issue subject solicitation on or about November 22, 2004. The closing date for receipt of initial offers shall be 60 days after release of the solicitation. The site visit to the U.S. Embassy and facilities in the International Zone of Baghdad is tentatively scheduled for December 13, 2004. Offerors who intend to travel to Baghdad from the United States for the site visit should e-mail the following information to dshtpops@state.gov by November 30, 2004 in order to obtain invitational travel orders and Iraqi visas: (1) full name, (2) social security number, (3) passport issue date, number, and type of passport (e.g., tourist), (4) travel dates, (5) stopover country (e.g., usually Jordan or Kuwait), and (6) the solicitation number – SAQMPD05R1014. When e-mailing this information, offerors should reference “Assistance with LGP Contract Travel to Baghdad” in the subject line. Offerors are responsible for arranging and paying for their airline travel, transportation to/from the airport, and accommodations. Offerors, however, will receive contact numbers for drivers and hotels in Baghdad. Additional information will be provided once passport information is received. THIS IS NOT A REQUEST FOR PROPOSAL AND THE SOLICITATION IS NOT AVAILABLE FOR RELEASE AT THIS TIME. The Solicitation, when finalized, will be available on the Internet at www.statebuy.state.gov.
