- Description
- The Delegation of the Kingdom of The Netherlands to NATO plans to release a Notification of Intent (NOI) to pre-finance some works aimed to replace High Frequency (HF) receivers at Noordwijk and Den Helder radio stations. Works are intended to replace existing receivers by 29 remotely controlled receivers, which will be part of the Broadcast and Ship-Shore (BRASS) program in The Netherlands. This program will be funded by the NATO Security Investment Program with an estimated cost share of these works at EUR 575,000, inclusive of contingencies at 10% and National Administrative Expenses at 5%. The Dutch delegation did not indicate with regard to the potential cost share to be borne by NATO. NATO share varied depending on specific items from 38% to 58%. The Infrastructure Committee of the North Atlantic Council reports that the Dutch delegation has also requested a waiver from International Competitive Bidding (ICB) and authorization to award the contract following National Competitive Bidding (NCB) procedures as works have to be implemented as expeditiously as possible and the scope is limited to commercial off the shelf hardware. As a result, the Dutch will conduct the procurement through their own national procedures, but all NATO members may nominate qualified firms to participate in this competition. The Netherlands intends to award the contract after the Infrastructure Committee notes her pre-financing statement. There is no indication on when works will be completed. The Infrastructure Committee has authorized the implementation of HF transmitters in The Netherlands at AC/4(PP)D/22209 and AC/4-DS(97)34. The implementation of the BRASS program NATO wide is programmed in Capability Package 9B3012/5A0006, serial 9CM80089, and remains programmed under the same serial in Revision 1 to Capability Package 9B3012/5A0006, which is now being screened by the International Military Staff and the International Staff. Therefore, the Staff confirms that works are currently eligible for common funding and will remain eligible for common funding in the North American Council approves Revision 1 to Capability Package 9B3012/5A0006. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CAN NOT BE CONSIDERED. The deadline for interested and qualified firms to be certified and nominated to the bidder list is 3 January 2005. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT.
