Description
The General Services Administration (GSA) hereby notifies of intent to issue an Invitation for Bids (IFB) for a sealed bid procurement for the Demolition, Abatement and Chilled Water By-Pass at Federal Office Building No. 8, Washington, DC. The construction will include: 1) Mechanical and electrical by-passes for the chilled water system and for the main building safety elements, e.g. fire protection; 2) Removal of asbestos and other contaminants; 3) Demolition and removal of laboratory related furnishings and equipment [mechanical, electrical, etc.,]; and 4) Coordination with FDA’s contractor that will be doing the glass pipe mercury removal while this project is ongoing. The Contractor must provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. The contractor is responsible for complying with requirements for any pre-award qualifications and approvals (for example, the asbestos abatement subcontractor) or post-award submittals and approvals (for example, the contractor shall submit for approval all proposed methods of choice for freezing or wet tapping existing chilled water pipes to install new shutoff valves). The contract has an estimated construction range of $10,000,000 to $11,500,000. Performance Period: 300 Calendar Days from Receipt of NTP. The contract will be Firm Fixed Price. This solicitation is not set-aside for small business; however, this procurement is being made under the Small Business Competitiveness Demonstration Program. Women-Owned Businesses are encouraged to submit and so state that they are Women-Owned. The NAICS code is 236220. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small, Small Disadvantaged, and Women Owned Small Business Subcontracting Plan, to reflect this commitment. Consequently, an offeror, other than a small business concern, before being awarded a contract exceeding $500,000 ($1,000,000 for construction) will be required to demonstrate that its subcontracting plan represents a creative and innovative program for involving small, small disadvantaged, and women-owned small business concerns as subcontractors in the performance of this contract. Although not mandatory, it is recommended that contractors register with the interested venders list to receive notification of the solicitation issue and due dates, amendments, and any other notices.
