- Description
- The Defense Threat Reduction Agency (DTRA) is preparing to release a Request for Proposal (RFP) for an Agency-wide Advisory and Assistance Services (A&AS) contract. This is a major source selection for A&AS in support of DTRA and related organizations at sites in the United States and overseas. The resulting contract will provide A&AS in the form of management and professional support, studies, analyses and evaluations, and engineering and technical support to DTRA and related organizations. Services under this contract will support/improve: organization policy development, decision-making, management & administration, program and project management, and the effectiveness of management processes or procedures (including those of an engineering and technical nature). The A&AS contract will primarily support DTRA directorates, whose mission areas are as follows: Advanced Systems and Concepts, Business and Support Functions, Chemical and Biological Defense, Combat Support, Cooperative Threat Reduction, Technology Development, and Threat Control. Formal source selection procedures will be followed as prescribed in FAR Part 15, DFARS, and DTRA policies. The contract is contemplated to be Indefinite-Delivery/Indefinite-Quantity with six multiple contract types, i.e. firm-fixed-price, firm-fixed-price, level-of-effort, time-and-materials, labor-hour, cost-plus-award-fee, and cost-plus-fixed-fee ordering arrangements. A single contract award is anticipated with a total ceiling of $375 million and an ordering period of 57 months. The contract period of performance is 60 months. The North American Industry Classification System code for this acquisition is 541690, with an applicable size standard of no more than $6 million. DTRA anticipates releasing the RFP on or about January 04, 2005. The RFP will be posted to DTRA's Procurement Opportunities information page, at http://www.dtra.mil/business_opp/procurement/acq_aaasc.cfm, and an announcement of the posting will be made on FedBizOpps. All proposals must be received by the due date and time specified in the RFP. The due date will be no less than 45 calendar days after the release of the RFP. It is the contractor’s responsibility to check the RFP for the actual issuance date, proposal due date/time, and delivery address.
