DOI Incident Management Analysis and Reporting System (IMARS), Solicitation Number N2551053000. The National Park Service, on behalf of the Department of the Interior is soliciting for a single, firm, fixed-price contract for an electronic incident management, analysis and reporting system for three inter-related activities - law enforcement, emergency management and security. The solution should be a integration of best in class commercial off the shelf (COTS) product(s). There will be a base bid for a pilot implementation at selected National Park Service sites, and then subsequent options to implement the application throughout the National Park Service, the Bureau of Reclamation, the U.S. Fish and Wildlife Service, the Bureau of Indian Affairs, the Bureau of Land Management, and some portions of the Office of the Secretary, primarily the Office of Law Enforcement and Security and the Departmental Watch Office. The system when fully implemented must be capable of supporting no less than 10,000 system users across the bureaus and a minimum of 2,000,000 incidents (law enforcement, emergency management, search and rescue and security) per year across all of the DOI. The system will be implemented throughout the continental US (including Alaska and Hawaii) and territories (including Guam). The system shall manage incident information related to facilities that include: prisons, roads, rivers, dams, deserts, mountains, archeological sites, etc. The type of incidents include: law enforcement, search and rescue, emergency management services, wildland/structural fire, resource observation etc. This solicitation contains firm fixed price elements, optional priced items and unit priced items which can be exercised as task orders under the contract. The government will use a trade off approach to determine the best overall value to the government. The period of performance of this contract will be a base period with numerous options. It is anticipated that the system will be in steady state of operation across all of the Bureasus and DOI beginning Fiscal Year 2008. The NAICS code for this project is 541511. This procurement is a Request for Proposals (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. A pre-proposal meeting will be scheduled for all interested parties with the time and date to be announced in the solicitation.
