Description
This is a combined synopsis/solicitation prepared in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. This is a Small Business Set-Aside. The Government intends to award a firm-fixed price contract for – Environmental Control Units (ECU) in accordance with this notice and attachments. Numbered Note 1 applies. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will NOT be issued. Solicitation Number N66001-05-R-1005 is hereby issued as a request for proposal. The North American Industry Classification System (NAICS) Code for this procurement is 333415 and the size standard is 750 employees. The other acceptable NAICS is 313320 and the size standard is 1000 employees. Deliver all items to SPAWAR Systems Center, San Diego, CA, 92152-5410. Award will be based on responsive, responsible and acceptable offers received in response to this advertisement. Note: The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/. 52.212-2 -- EVALUATION -- COMMERCIAL ITEMS. (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: (i) technical capability of the item offered to meet the Government requirement; see Att 1 (ii) past performance (see FAR 15.304); see Att 2 – from no more than two references (iii) price; see Att 3 (iv) small business participation; see FAR 52.219-1 All evaluation factors other than cost or price, when combined, are significantly more important than cost or price; (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must complete and submit with their quote, a copy of FAR 52.219-1 Small Business Program Representation with Alternate 1. All responding vendors must be registered in the Central Contractor Registration (CCR) program, which is required for resulting award.
