Description
The Naval Air Warfare Center Aircraft Division intends to enter into negotiations with the sole source of supply, Honeywell International, Integrated Avionics Systems, Teterboro, NJ under the authority of FAR 6.302-1: only one source of supply. This acquisition will result in a firm fixed price contract for 3 First Article units and 61 production units with options for up to 9 additional Inertial Test Reference System (ITRS) for the Consolidated Automated Support System (CASS). This procurement is a follow-on to previous R&D contracts with Honeywell. The Contractor will assemble, test, produce and deliver ITRS end articles and provide logistics, technical manuals, provisioning, technical data, software, spares and Support Equipment Recommendation Documents (SERDs). Honeywell is the sole designer, developer and integrator of the ITRS and the only known firm with the unique knowledge, experience, technical data, software and test equipment to provide and integrate the ITRS to the CASS system. The procurement of ITRS is necessary to provide CASS with the capability to test inertial measurement units and inertial reference systems both afloat and ashore to the required unit under test accuracy tolerances. The instrument shall be accurate for heading to within 0.015 degrees per hour and 0.011 degrees for pitch and roll for both land and sea applications. This device must communicate via the CASS Test Station Ethernet Interface, and accept IRIG-B, raw Global Position Satellite (GPS), and Navigation Sensor System Interface (NAVSSI) data over a 100 base FX Ethernet Interface. Communications with aircraft avionics via synchronous and asynchronous RS422, MIL-STD-1553, and ARINC 429 is required. Maximum weight allowed is 110 pounds and unit must be capable of being mounted to a CASS worksurface. The Government does not own data, drawings, software code or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals; however, all proposals must be received within 15 days. A determination by the Government not to open this requirement to competition based on responses received to this synopsis is solely within the discretion of the Government.
