- Description
- The Federal Highway Administration (FHWA) intends to award a cost reimbursement contract to the Transportation Research Board (TRB), to identify the technical tools, skills and knowledge for robust statewide and metropolitan planning processes through a program of transportation planning peer reviews. TRB is a division of the National Research Council, a private, nonprofit institution that provides science, technology and health policy advice under a congressional charter, and serves as an independent adviser to the federal government and others on scientific and technical questions of national importance. The National Research Council is jointly administered by the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. Its mission – one of six major divisions of the National Research Council – is to promote innovation and progress in transportation through research. In an objective and interdisciplinary setting, the Board facilitates the sharing of information on transportation practice and policy by researchers and practitioners; stimulates research and offers research management services that promote technical excellence; provides expert advice on transportation policy and programs; and disseminates research results broadly and encourages their implementation. TRB is built on the volunteer time of national and international experts through the formal committee organizational structure. Its members represent academics, government agency staff and private practitioners from across the United States and internationally. Each committee has members that represent a diversity of experience, training and backgrounds. Its credibility and independence, experience in completing potentially controversial, complex work in supporting a program of peer reviews, and the value and leverage of program resources, makes TRB uniquely qualified for this project.
