Description

This solicitation is for the procurement of a One-Phase Design/Build firm fixed price contract for Wherry Housing Replacement at Fort Monroe, Virginia, project number 60772. The work is design and construction of sixty-eight (68) housing units with a n option for twenty-one (21) additional units. Work includes masterplanning of the entire Wherry Housing Replacement area. It also includes the demolition/ deconstruction of existing Wherry Housing units and a warehouse building. Associated work includes site improvements, landscape, pavement and parking areas, markings, signage, site utilities, electrical and communications distribution, playgrounds, and passive recreational green space. The solicitation package will contain topographic survey, drawings of existing construction, and contractual and technical performance requirements. Selection will be based on the following factors (1) Technical Quality of Housing Unit Design; (2) Technical Quality of Housing Unit Engineering; (3) Technical Quality of Mas terplanning and Site Design; (4) Technical Quality of Site Engineering; (5) Offeror Past Performance; (6) Offeror Project Team, Management and Performance Plans. Offerors will be evaluated on both technical quality and conformance to the solicitation and p rice. The magnitude of the project is approximately $15,000,000.00 for the base and $6,000,000.00 for the optional items. The Government reserves the right to reject any or all of proposal prior to award; to negotiate with any or all Offerors; to award the contract to other than the lowest total price and to award to the Offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONC ERNING THE PROPOSAL RECEIVED. This is an UNRESTRICTED PROCUREMENT ACTION. NAICS Code 236116 applies. The solicitation will be provided in an electronic format. The media through which the Government chooses to issue this solicitation is via the Inter net. The solicitation will not be issued in paper format. Notification of amendments may be made by facsimile, floppy disk, compact disk and/or postings to the Internet. The media selected for solicitation amendments shall be solely at the discretion of the Government; accordingly, as separate notifications for each amendment may not be sent to planholders, bidders shall be responsible for monitoring the Internet for amendments. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. The solicitation will be available on or about January 18, 2005.
