- It is the intent of PEOSTRI to solicit and award a contract for the operation, maintenance, implementation, and upgrading of a Weapons of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility at the Memorial Tunnel in West Virginia as a part of the WV National Guard Bureau’s (WVNGB) Center for National Response (CNR). This requirement has been set-aside for competition among Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The current incumbent for this effort is Titan Corporation Operational Analysis & Training Group. The draft Statement of Work is provided herein for industry’s review and comments. All questions or comments should be forwarded via email to the contract specialist POC, Leslie Nolin (Leslie.Nolin@peostri.army.mil) no later than 18 January 2005. Questions and answers will be presented at the Presolicitation Conference as well as posted on the following website: http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm?RND=209768 Due to the fact that the resultant contract may include CPFF CLINS, all interested bidders are strongly encouraged to contact their cognizant DCMA and DCAA offices to ensure that 1) their accounting systems are adequate for determining costs applicable to a cost-type contract, 2) their purchashing systems are approved or are otherwise able to gain consent to subcontract if subcontractors are anticipated. It is also important to note that FAR 52.219-14 -- Limitations on Subcontracting will be applicable to this acquisition. The Government anticipates that a Presolicitation Conference will be held at the WVNGB Memorial Tunnel on 21 January 2005. A morning briefing session will be held to give an overview of the requirements and provide a Q&A forum. The afternoon will be devoted to a tour of the Tunnel and the associated Training Support Facility. Directions to the CNR are provided below: The Center for National Response (CNR) is located 30 miles south of Charleston, WV or 30 miles north of Beckley, WV on I-77/64. To get to the CNR, you get off the interstate at Exit 74, Paint Creek Road. At the stop sign, turn left and proceed north on Paint Creek Road for approximately 3/4 mile to the end of the town of Standard. When you cross over the road bridge, you will see a green highway sign with CNR on it. Turn left and follow the blacktop road to the top of the hill. It ends at the CNR. The Center has a Training Support Facility area closer to the interstate. When you turn left onto Paint Creek Road, proceed for approximately 1/4 mile to a small bridge on the left. Cross the bridge and stop at the guard post and check in. The phone for the guard is (304) 595-5525. STATEMENT OF WORK TECHNICAL SERVICES SUPPORT CONTRACT FOR THE DEVELOPMENT IMPLMENATION, AND OPERATION OF A WEAPONS OF MASS DESTRUCTION CONSEQUENCE MANAGEMENT AND COUNTERTERRORISM TRAINING AND TESTING FACILITY AND PROGRAM 1.0 BACKGROUND The mission of the Center for National Response (CNR) at the Memorial Tunnel in West Virginia is to train and prepare federal, state and local agencies to conduct full spectrum operations in support of homeland security. In its Homeland Defense role, the Department of Defense (DoD) has the mission to develop, implement, and operate a Weapon of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility. The CNR at the Memorial Tunnel is the location best suited for performance of this mission. It has been functional for approximately four years now. A new contract initiative is being developed to address the long-term sustainment and further development of this critical capability. The Center for National Response (CNR) was established by directions of Congress in the FY 2000 Defense Appropriations Bill. Section 8111 of the conference report accompanying H.R. 2561 authorizes the Department of Defense to initiate and expand activities to prevent, prepare for, and respond to a terrorist attack in the United States involving Weapons of Mass Destruction (WMD). The establishment of a cost effective consequence management and counterterrorism training and testing facility and program for DOD units and personnel, other US Government Agencies, plus state and local first responders and concurrent testing of response apparatus and equipment at the Memorial Tunnel was one of the initiatives mandated by this legislation. The CNR has evolved as part of a National Guard Bureau effort to establish two Joint Interagency Training Centers. The CNR is now a part of the evolving Joint Interagency Training Center – East (JITC-E) operated on behalf of the Chief on National Guard Bureau (NGB) by The Adjutant General of West Virginia (TAG-WV) and the West Virginia National Guard (WVNG). It is envisioned that the CNR will be one of four centers within the JITC-E and will be fully integrated into its overarching Live, Virtual and Constructive training capability. A performance based services contract is best suited for this work effort. It allows for flexibility and adaptation in training; facilities maintenance and upgrades; modifications and enhancements to training aids, devices, simulators and simulations (TADSS) and day-to-day operations of the capability. The contractor’s performance will be based on several criteria. Critical among them is the efficacy and value of the training provided as measured by feedback from the training audience and the conformity of the training delivered to training objectives, established standards and practices. 2.0 SCOPE The contractor will perform all missions related to operations and training at the CNR Memorial Tunnel in West Virginia. Specifically, the contractor will maintain current operational levels, while continually enhancing capabilities for a Weapon of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility and Program for Federal, State and Local WMD/CoM/CT response elements. Concurrently, the contractor will execute appropriate testing programs for evaluating response procedures and equipment. This overarching objective will be accomplished as part of NGB’s JITC-E. For FY05, the contractor will continue to execute current training schedules (attached) and develop recommended revisions to the implementation plan for the CNR. This effort will include, but is not limited to providing WMD/CoM/CT training, training management and exercise control; development of a plan to enable integration of the CNR as a key component of the NGB JITC-E efforts and provide input, as appropriate, to the strategic plan to integrate multiple agency requirements into a synergistic effort. Contractor’s performance should help the government’s efforts to market CNR capabilities as a premier, cost effective training and exercise capability. 3.0 REQUIREMENTS 3.1 GENERAL REQUIREMENTS. All work efforts shall be in accordance with the priorities established by the West Virginia National Guard and communicated by the Contracting Officer’s representative. The products and services supplied by the contractor will result in efficient and continuous operation of a Weapon of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility at the CNR for DOD, Federal, State and Local WMD/CoM/CT response elements. Performance of this effort must satisfy all resourced training and operational requirements. The contractor will review and execute the existing phased - approach plan for the continued operation of the Weapon of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility. The 10-year CNR Operational and Maintenance Plan details and prioritizes specific tasks and requirements for each phase. The phases of the 10-year CNR Operational and Maintenance Plan will generally be completed in sequence, though elements of each phase may be executed simultaneously over several phases. The initial phase includes the development of the 10-year CNR Operational and Maintenance Plan itself. This phase has been accomplished. An evaluation of the initial timeline showing planned successive phases and milestones will be conducted and a determination made as to what strategy will best accomplish the objectives of this plan. 3.2 SPECIFIC REQUIREMENTS. 3.2.1 PROGRAM MANAGEMENT SUPPORT The contractor will provide a Program Manager who will be responsible for all aspects of contract execution. The Program Manager must be able to manage the performance or execution of all requirements in this statement of work. He will serve as the focal point for all operational, planning and maintenance matters. The Program Manager will interface directly with the Deputy Commander for Installations and Activities who serves as the Program Manager for JITC-E. The Deputy Commander for Installations and Activities will coordinate activities with the WVNG CAO, FMO, and USPFO to insure TAG-WV and NGB strategic vision is accomplished. The WV-USPFO will serve as the US Government’s interface with the Program Manager for all contract and fiscal matters. The contractor through the Program Manager will be ultimately responsible for all contract actions and reporting requirements. The contractor, under the oversight of the Government, shall: 3.2.1.1 Review and update periodically, the 10-year CNR Operational and Maintenance Plan to include design, modification and staffing of WMD CM and CT equipment and materials, and the conduct of training/exercise/evaluation operations of units and organizations. 3.2.1.2 Execute the management function of the CNR, as set forth by the Government. 3.2.1.3 Assist with development of a strategic plan to integrate multiple agency requirements into a cohesive effort through outlined training events. 3.2.1.4 Execute the CNR 10-year Operational and Maintenance Plan, as required by the Government. 3.2.1.5 Continually identify and help prioritize training, exercise, and associated evaluation requirements based on training research, surveys and input from a wide spectrum of WMD/CoM/CT first responder units, organizations, and government agencies. Specifically, coordinate with JITC-E to identify and recommend prioritization of how the CNR, as part of JITC-E, will support the NGB training and exercise requirement for CST, CERF, and other J-3 DO programs. This is an ever-evolving requirement and will be developed based on changing Tactics, techniques and Procedures (TTPs) in training. 3.2.1.6 Coordinate continuously with the Government on all matters pertaining to the programming and operations of the CNR. A joint meeting with the Government and the contractor will be conducted within 10 business days after contract award. The purpose of this meeting is to review the SOW, refine milestones, solicit additional guidance as required, and assure mutual understanding of the tasks to be supported for this effort and their performance standards. Contractor shall conduct a monthly joint meeting with the government at the HQ, WVNG to review project status. 3.2.1.7 Prepare required reports and briefing materials on behalf of the Government. 3.2.1.8 Review the 10-year CNR Operational and Maintenance Plan as required and present it annually to the Government for approval, with recommendations on equipment, facility improvements, and other resource requirements needed to effectively operate and maintain the CNR. 3.2.2 OPERATIONAL SUPPORT The contractor, under the oversight of the Government, shall: 3.2.2.1 Plan, develop and conduct training and exercise events in accordance with the concept of operations for training at the CNR and consistent with the training objectives of the using organizations. Some training events will be conducted offsite and will require additional planning and coordination for execution. An example of a typical training Schedule provided as Attachment ____. 3.2.2.2 Design, develop, and configure exercise props and other training aids and tailor exercise scenarios to satisfy specific or non-standard user requirements. 3.2.2.3 Provide Observer/Controllers (OCs) for each exercise with appropriate first responder discipline and technical expertise to support the exercise objectives. Good performance of OCs should generally contribute to the attainment of a training unit’s objectives. 3.2.2.4 Provide for exercise safety control. On-site emergency medical support is required in the event of a medical emergency during the conduct of an exercise. Safety is a key performance parameter (KPP) 3.2.2.5 Assist training unit in the facilitation of After Action Reviews. Prepare and distribute an After Action Report (AAR). 3.2.2.6 Maintain an awareness program to stay abreast of developing technologies by reaching out to industry, national research labs, and other research organizations through the Department of Defense (DoD) Technology Support Working Group and other means to identify leading edge CM and WMD response technologies, equipment, apparatus, materials, and associated response procedures. Make recommendations as to which technology or capability to be incorporated. The CNR will attract users and remain relevant if it can maintain a robust capability. 3.2.2.7 Provide, as required, CNR marketing representation for both military and civilian awareness. 3.2.3 Facility Maintenance Support The contractor, under the oversight of the Government, shall: 3.2.3.1 Provide facility maintenance and upkeep for the CNR. Organize and conduct scheduled and unscheduled maintenance for all CNR equipment and utility services. 3.2.3.2 Manage the continuation of CNR renovations and improvements in accordance with the 10-year CNR Operations and Maintenance Plan. Actual major renovations and improvements may be conducted under a separate procurement action. The government will determine the management arrangements for these activities. 3.2.3.3 Develop procurement packages, including drawings and specifications for continued CNR renovations and improvements. 3.2.3.4 Provide oversight during the renovation and improvement process and assist in acceptance of facility activities, contractor services, logistical recommendations, and overall resource requirements. 3.2.3.5 Coordinate environmental and engineering studies, design development, permits, and actual engineering design, renovation, and improvements. 3.2.4 Logistics Support. The contractor, under the oversight of the Government, shall: 3.2.4.1 Procure (as required and approved by the Government), store, and maintain the equipment and supplies, including appropriate property and maintenance records, used in support of the CNR. Equipment and supply requirements should be identified prior to each exercise. 3.2.4.2 Maintain a system for positive control and accountability of all issued equipment and supplies. Property book listing equipment and supplies should be maintained and updated monthly. 3.2.4.3 Oversee the housekeeping and maintenance for the CNR. 3.2.4.4 Maintain and update the CNR web site with recent photos/videos from CNR exercises and current news/trends in the WMD CM and CT field. 4.0 QUALIFICATIONS OF CONTRACTOR In order to accomplish these complex tasks, the contractor should possess first-hand knowledge of consequence management of weapons of mass destruction (WMD); the systems and architecture of the state, local and federal response to a domestic WMD attack.; scope of operations for force development and organization dealing with the consequence management of a WMD; domestic preparedness against WMD; training and exercise design and implementation and special operations for counter proliferation missions and consequence management for WMD incidents. Additionally, knowledge of interagency operations at the national level will be helpful. The following are considered essential critical skills: 4.1 Expertise in the current organization of the state, local, and federal response systems and organization for a consequence management of a terrorist attack. Proven performance with the state, local, federal agencies such as Federal Emergency Management Agency (FEMA), American Red Cross, Human Health Services, and the New York City Office of Emergency Management. 4.2 Detailed knowledge of, and experience in, domestic preparedness for response to weapons of mass destruction incidents. 4.3 Detailed knowledge of, and past experience with, the DoD Directives, CJCSI manuals, and Joint Staff contingency plans which provide policy and planning guidance for counterterrorism operations both domestic and oversea environments. 4.4 Direct knowledge of, and first-hand experience in, producing operational plans, orders and scenarios for training and exercises. 4.5 Understanding of the training and exercise requirements for DOD, DOJ and FEMA assets in counterterrorism, counter proliferation and consequence management operations. 4.6 Knowledge of the policies and mandates governing Military Support to Civil Authorities (MSCA). 4.7 Programming and resource management experience with domestic preparation for the prevention and mitigation of WMD terrorist attacks. 4.8 Expertise in training management and scenario exercise design of exercises for state, local and federal organizations and agencies. 4.9 Knowledge of, and first hand experience in, facilities and range management and the required environmental issues associated with the execution of such ranges and facilities. 4.10 Ability to work effectively with key government agencies such as the DOE, DAS, and DTRA. 4.11 Experience in operating and maintaining a WMD/CT or Conventional Training and Exercise facility. 4.12 Experience with and understanding of the National Response Plan (NRP) and National Incident Management System (NIMS) 4.13 Ability to conduct WMD/CT training and exercises through the use of Mobile Training Teams or training assistance visits. 5.0 DELIVERABLES All documents and deliverables described in this SOW shall be submitted in a professional manner using a format jointly agreed upon. The contractor shall be responsible for delivering all end items specified. All deliverables developed under this contract will become the property of the United States Government. 5.1 Monthly Reports Not later than the 5th workday of every month, the contractor shall provide a brief report on the status of the CNR operations, the progress of the 10-Year CNR operational and Maintenance Plan, deliverable and exercise schedule, projected travel, and any issues relevant to the execution of this contract. A funds status report will be submitted with the monthly report. Copies of the monthly report shall be delivered to the Government. 5.2 Annual Report Not later than 30 September of each year, the contractor shall provide a detailed report on the status of the CNR operations, the progress of the 10-year CNR Operations and Maintenance Plan, deliverable and exercise schedule, projected travel, and any issues relevant to the execution of this contract. An annual fund status report will also be submitted. Copies of the annual report shall be delivered to the Government. 5.3 10-Year CNR Operational and Maintenance Plan Not later than 120 days after contract award, the contractor shall provide a revised draft 10-Year CNR Operational And Maintenance Plan for Government Review. As a minimum, the existing draft will be reviewed and comments provided. 5.4 Other Deliverables Additional deliverables will be identified as required and accomplished by the contractor subject to Government review and approval. 6.0 SECURITY All contractor personnel performing the efforts within this statement of work will be carefully interviewed and screened to ensure their access and security clearances are in accordance with their required duties and responsibilities. Each contract personnel will have the appropriate clearance depending on the nature of work being performed. Purely administrative/maintenance support may be performed at the unclassified level. The planning and conduct of training and exercises and operational testing/evaluation of WMD related material equipment may require up to a Secret clearance depending on the classification requirements of the unit/exercise/equipment test program involved. The contractor and the US Government will determine level of classification required for each situation. Also, the contractor will be responsible for 24-hour site security for the Memorial Tunnel and associated facilities. All appropriate measures must be taken to protect government property. 7.0 GOVERNMENT FURNISHED EQUIPMENT (GFE) and GOVERNMENT FURNISHED INFORMATION (GFI) 7.1 The Memorial Tunnel and all associated equipment, training and exercise materials, documentation, records, buildings and associated living quarters will be provided as GFE/GFI for this effort. The Contractor shall perform a 100% inventory of all assets listed above within 30 days of contract award and deliver to the Government for reconciliation. 7.2 The Contractor shall be responsible for GFE/GFI and shall maintain a property book on all inventoried GFE/GFI. The Contractor shall update and maintain the property book with any new GFE/GFI provided by the government during the period of performance. 7.3 The contractor shall inventory all GFE/GFI yearly and perform a transition inventory at the end of the period of performance should this effort be re-competed and awarded to another contractor. 7.4 The contractor shall maintain a Log on the utilization of all GFE/GFI. This log will include equipment used, date of usage, consumable materials expended 8.0 CONTRACTOR FURNISHED EQUIPMENT The Contractor shall establish a property book for all Contractor Furnished Equipment that is procured during the period of performance. This will include all consumable and non-consumable materials and equipment. 9.0 FACILITY ACCESS The Contractor shall be responsible for providing 24-hour a day security and controlling all access to the CNR and associated property. 10.0 TRAVEL It is anticipated that travel will be required to support the approved CNR Training Schedule and other CNR related requirements. Travel will include visiting CONUS locations to coordinate and collect data, attend mission related meetings and discussions, support marketing events, and participate in training and exercise events and attend working groups. All travel must be approved in advance by the Government (TOR/COR) and be performed in accordance with the JTR.
