Description
This acquisition is a 100% Small Business Set-Aside. The NAICS code is 531320 and the size standard to qualify as a small business is less $1,500,000 average annual gross receipts for the past three (3) years. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is initiating multiple Blanket Purchase Agreements (BPAs) with qualified appraisers throughout the State of Montana for use by the NRCS in appraising conversation easements. The lands to be appraised are rural in character, typically with agriculture, grazing, recreation, transitional and rural residential uses. Improvements are sometimes present. Appraisers shall be Certified General Real Property Appraisers in the State of Montana and shall comply with all state regulations pertaining to real estate appraisal services. The appraiser shall furnish all labor, materials, equipment, personnel, facilities, transportation, travel and per diem. The Government will provide the information outlined in paragraph F of the Scope of Services. The estimated start date for the BPA is February 7, 2005 and will remain in effect until cancelled by either party. We envision entering into several BPAs. All interested appraisers are invited to submit proposals for consideration and award of a BPA. Instructions for submitting an offer are provided in FAR clause 52.212-1, Instructions to Offerors on page 2. Proposals are due no later than 4:00 p.m. on January 21, 2004. Early submission is encouraged and may result in an early award of a BPA. Proposals may be submitted by fax to Marsha Harris at (406) 587-6808 or mailed to: USDA – NRCS; Management Administrative Services; Federal Building, Room 443; 10 East Babcock Street; Bozeman, MT 59715. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place any orders nor are appraisers obligated to accept any orders. For each appraisal assignment, a Scope of Services will be provided and the Government will request a price proposal from one or more of the appraisers that have been awarded BPAs. The standard Scope of Services is attached to the solicitation, however, the Government may provide an alternate Scope of Services at the time price proposals for a specific appraisal are requested. Individual task order proposals shall be submitted in accordance with the terms agreed to in the BPAs. Government personnel authorized to place task orders under the BPAs will be identified on the BPAs by name and telephone number. The appraiser will be expected to furnish the service in accordance with the terms and conditions of BPAs, without need for additional paperwork beyond the Scope of Services that accompanies the request for proposal. A draft BPA is attached to the solicitation. Timely delivery of complete and accurate appraisals is crucial to the success of NRCS conservation programs. As a result, the BPA will include a clause to incentivize timely deliver. This clause is found on pages 2and 3 of the BPA. All appraisers must be registered with the Central Contractor Registration (CCR) to be awarded a BPA. You may register easily and quickly on-line at www.ccr.gov. The Federal Acquisition Regulations will be modified effective January 1, 2005. This modification will require all contractors interested in contracting with the U.S. Government to complete On-Line Representations and Certifications in place of a hard copy of clause 52.212-3, Offeror Representations and Certifications – Commercial Items, thus eliminating the need to resubmit this information with each proposal submitted. This on-line system is not yet available. As a result, this solicitation includes a hard copy of this clause for completion. Offerors are put on notice, however, that they may be required to complete the electronic representations and certifications prior to award of a BPA.
