- The proposed contract listed herein is being considered for 100% 8(a), HUBZone or Service Disabled Veteran Owned Small Business Set-Aside. All interested 8(a), HUBZone or Service Disabled Veteran Owned Small Business Set-Aside concerns will notify this office electronically to Debra.Evans-Ripley@navy.mil of their intention to submit the required information listed below by 12 January 2005. Solicitation N62467-05-R-0080, Sources sought for the Indefinite Quantity Solicitation for Facilitator Services for NAVFAC EFD SOUTH Partnering Team Meetings in 26 state AOR as follows: AL, FL, GA, IL, IN, KY, MI, MS, NC, OH, SC, TN WI, AR, CO, IA, KS, LA, MN, MO, ND, NE, OK, SD, TX, AND WY. NOTE 8(a), HUBZone and Small Disabled Veteran Owned Small Business firms: At least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. The contractor may also, on occasion, be tasked to provide the services described herein to any DOD or other Federal Agency activities outside the Southern Division geographical area. These projects will be assigned on an exception basis as determined by the Contracting Officer. A minimum of $20,000.00 shall be guaranteed. This guaranteed fee is a certain obligation at the time of the award and as such will be fulfilled with the base year of the contract. This contract, N62467-05-R-0080, is for one (1) base year and four (4) one-year options and will not exceed $3,000,000. No new work can be added after one year following award of the initial work unless the option year is exercised. This work includes, but is not limited to the following services: The Environmental Department of Southern Division, Naval Facilities Engineering Command (NAVFAC EFD SOUTH) is responsible for providing environmental engineering services in support of the Navy’s Installation Restoration Program at any Naval or Marine Corps activity under the cognizance of NAVFAC EFD SOUTH. One of the primary missions of the Environmental Department is to identify, investigate, assess, characterize, and clean up or control releases of hazardous substances; and to reduce the risk to human health and the environment from past waste disposal operations and hazardous material spills at Navy/Marine Corps activities. This effort requires expanding Southern Division’s quality philosophy to include improving the effectiveness of the relationship between the Navy (Southern Division and Activities) and the regulators, both state and federal. A key element in coordination of this effort is the process of partnering. The partnership structure is made up of two groups, Tier I and Tier II. The Tier I teams are Activity-specific teams consisting of individuals from each agency, contractors, and the Activity. The Tier II teams consist of management individuals from each of the various agencies as well as the contractors and Activities. To implement Southern Division’s quality philosophy into this process and to optimize the effectiveness of these meetings, the Navy requires the services of an outside professional facilitator for both Tier I and Tier II partnering meetings who is very knowledgeable in the philosophy and use of tools of Total Quality Leadership. The purpose of this requirement is to provide facilitator services for these partnering meetings and to provide team building training for the members of these teams. If adequate interest is not received from 8(a) concerns, consideration will then be given to setting the requirements aside for HUBZone concerns. If adequate interest is not received from HUBZone concerns, considerations will then be given to setting the requirements aside for Service Disabled Veteran Owned Small Business concerns. Also, if adequate interested is received from 8(a), HUBZone and Service Disabled Veteran Owned Small Business Set-Aside concerns, it is the Contracting Officer’s determination on how this will be set-aside per Small Business Administration guidelines. If adequate interest is not received form 8(A), HUBZone, or Service Disabled Veteran Owned Small Business concerns, then the requirement will be issued Small Business Set-Aside as N62467-05-R-0080 Indefinite Quantity solicitation for Facilitator Services for NAVFAC EFD SOUTH Partnering Meetings. The following criteria for selection are weighted equally: 1) Past Performance – Offerors will be asked to provide information to demonstrate a history of performance on relevant contracts that are similar in scope, complexity and size. Offerors will be asked to submit copies of industry awards, certificates, and letters of recommendation pertaining to relevant projects. 2) – Experience – Offerors will be asked to provide information to demonstrate prior experience on relevant contracts that are similar in scope, complexity and size, to demonstrate proposed personnel meet the requirements and to demonstrate that key personnel have specific experience in providing facilitator services and training. 3) Methods and Procedures – Offerors will be asked to provide a brief narrative addressing the following standards for relevant contracts of similar size and scope:1. Organization/Staffing – Explain how the company is organized, staffed, and how it will handle spikes in the workload. 2. Description of a typical facilitated meeting/function including the results, accomplishments, goals and agenda with an example report from a typical meeting/function.3. An example quality control plan for maintaining as well as improving facilitation qualifications and standard meeting procedures.4. Examples of facilitation problems/issues addressed by the company including the solution and how it was implemented in the company as well as how it was communicated to the client/customer. 4) Corporate Resources and Management - Offerors will be asked to provide a proposed organizational chart that demonstrates an adequate flow of authority, responsibility, and communication between corporate staff, key on-site staff, subcontractor selection, field organization and subcontractor interfaces. Offerors should show that assigned responsibilities and experience of proposed on-site personnel will provide an effective approach to managing the contract. Offerors should demonstrate that corporate financial resources are adequate and readily available to provide proposed personnel, materials, and equipment required to meet the delivery schedule. If a joint venture is proposed, offerors will be asked to provide information on each participant, and explain the relationship and proposed interfaces between each participant. Offerors should identify lines of authority, responsibility, and communication on proposed corporate and on-site organizational charts to provide a single point of contact for the government and include the delineation of services as well as any subcontractor interfaces. Offerors should identify any tools, equipment, training modules, in-house libraries, etc. available to the government to enhance training by the facilitators. Offerors should identify and describe the qualifications of key personnel, as well as subcontractor personnel, that will be proposed for this contract. Offerors should include resumes, references, and job/position descriptions for key personnel, including identification of specific qualifications and experience. For consideration, provide the requested information that shall be limited to 50 pages (8.5 X 11”, one sided), with print size not less than 12-pitch font. The submittal package must be received in this office not later than 3:00 p.m. 12 January 2005. Submittals received after this date and time will not be considered. Offerors must also be registered in the Contractor’s Central Registration (CCR) in order to participate in this procurement. The website for CCR is www.ccr.gov.
