Description
Technical Capability Statement Request The Environmental Protection Agency (EPA) has a requirement for full service marketing, media, communications, public relations/information, creative, evaluative, training and technical support for EPA's Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division's (CPPD) Energy Star and other voluntary programs. CPPD is responsible for an array of innovative, voluntary pollution prevention programs that reduce pollution by creating and expanding markets for energy efficiency and energy efficient products. The primary goal of these programs, individually and collectively, is to reduce emissions of greenhouse gasses and other pollutants through reduced energy consumption, and to focus on opportunities to increase energy efficiency and profitability at the same time. Program participants include manufacturers, utilities, retailers, home builders and residential building allies, private corporations, state and local governments, academic institutions and not-for-profit organizations. The contractor shall provide all related services, direct or indirect, to support the mission of CPPD with respect to the Energy Star and other voluntary programs. Services to be performed are: marketing research, analysis, strategy development support and implementation, creative materials and services, media/communications and public relations support and related services; program evaluation/monitoring; training support; and all relevant management coordination/support. EPA anticipates awarding a cost-plus-fixed-fee contract for this requirement. The period of performance for this contract is projected for five years (a one-year base period and four, one-year option periods) with contract award projected for late September 2005. The Request for Proposals (RFP) for this requirement shall be made available to qualified offerors on or before March 31, 2005. All responsible interested vendors in this requirement must submit a short, 5-page (single-sided) technical capability statement identifying interest and related experience in the requirement, which shall be evaluated by the EPA for inclusion in this competition. An electronic copy of the response shall be submitted by January 21, 2004 to Mark Mullen at mullen.mark@epa.gov . The EPA will not be responsible for any capability statement costs incurred by any vendor in response to this announcement. Those vendors not submitting a statement in response to this request, will not be included in the next phase of this procurement. Currently, there is no funding available for this procurement.
