Description
The Department of Homeland Security, United States Coast Guard Maintenance and Logistics Command Atlantic (MLCA), Norfolk, VA, is conducting market research to identify potential Service-Disabled Veteran-Owned Small Business participation and capability to perform various requirements to provide support in Information Technology, Logistics, and Engineering Maintenance. It is desired that potential offerors have in-depth knowledge of Coast Guard missions, equipment, and processes. Potential candidates must be able to provide if asked to show proof of past performance in the design, development, installation, maintenance, and support of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems. Familiarity with Coast Guard Standard Workstation network, infrastructure, and applications is also desired. Contractors must demonstrate their capability of providing organizational, intermediate, System Maintenance Engineering Facility (SMEF), and depot level maintenance and support, including: (1) equipment installations, overhauls, grooms, and System Operation Verification Testing (SOVT), (2) preventive and corrective maintenance, (3) 24x7 fly-away support, (4) technical documentation and drawings, (5) configuration management, (6) integrated logistics support plans, (7) system design and development, and (8) training. Representative, but not necessarily all-inclusive, support areas under consideration include: (1) Radar Systems, (2) Sector Command Centers and Harbor Monitoring/Surveillance Systems, (3) Scalable Integrated Navigation Systems, (4) Information Technology, (5) PC-Based Radar Processors and Radar Fusion Technology Systems, (6) Telecommunications, (7) Automatic Identification Systems, (8) Real-Time Command and Control Software Systems, (9) Shipboard Communications, (10) Cellular and Satellite Communications, and (11) Time and Frequency Management Systems. Offerors must be capable of providing programmatic and administrative services to support any technical skill areas. Potential contractors must have an office/facility located within 25 miles of the MLCLANT's location at 300 East Main Street, Norfolk, VA 23510. Potential contractors must have, or have the ability to obtain, up to a Secret security clearance for personnel. Status as a Service-Disabled Veteran-Owned Small Business is determined in accordance with 13 CFR parts 125.8 through 125.13.
