Description
The Homeland Security Research Advanced Projects Agency (HSARPA) seeks to develop, test and commercialize a new set of laboratory detection methods for use on the food supply system. Food detection systems will require rapid, high-confidence detection of a biologic microbial and/or toxin threat in order to enable advanced strategies to protect individuals from exposure and reduce contamination of critical infrastructure. HSARPA intends to initiate the Food Biological Agent Detection Sensor (FBADS) program, which seeks to develop, test and transition cost-effective detection methods for use on the food system, with a focus on liquid substrates. Specifically, HSARPA is looking for laboratory assays and detection methods that can be used at food manufacturing facilities, or before the food enters a processing/production facility. The FBADS program will develop optimized detection systems characterized by the following capabilities: • Low limits of detection in complex matrices and should be able to detect agents in both water-soluble and lipid-soluble fractions; • Automatic sample measurement and analysis; • Rapid analysis (< 20 min); • Able to identify a set of selected microbial pathogens and toxins; • Able to identify agents attached to particles; • Low cost of testing, so that it can be absorbed by industry and have practical use beyond protection of the food supply. The FBADS initiative responds to Homeland Security Presidential Directive (HSPD)-9, “Defense of United States Agriculture and Food”. Under the FBADS initiative, we will focus on the following key detection system metrics: Sensitivity, False Positive Rate, Detection Confidence (Pd), Response Time and Low Cost of Ownership. The new detection systems developed under the FBADS program described in this draft solicitation will provide the Department of Homeland Security with a detection system to prevent any wide-spread harm to our nation’s critical food infrastructure. We anticipate initiating awards for the FBADS in mid to late FY05, subject to the availability of future funding for this requirement. A future FBADS program Broad Agency Announcement (BAA), which would follow from this Draft Statement of Work for Comments (DSWC), would solicit research in new and/or improved approaches to rapid detection food sensors. The purpose of this early DSWC is to invite the technical community to provide specific comment to HSARPA on the structure and content of a new program initiative in this area and to encourage potential bidders to engage in early technical discussions with HSARPA with regards to potential technical solutions to these challenges.
