Description
The USDA, Animal and Plant Health Inspections Service (APHIS), Veterinary Services (VS), Riverdale, MD, intends to procure Radio Frequency Identification Devices for use in QR sheep in the Scrapie Eradication Program IAW the specification and item list below. This will be awarded as an indefinite quantity contract based on Not-to-Exceed amounts as future exact needs are undetermined as of this date. NAICS Code: 112410. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-27. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Changes—Fixed price 52.243-1 (8/87); Instruction to Offerers – Commercial Items 52.212-1 (10-00)l /Evaluation-Commercial items 52.212-2 (10/97); Offerer Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions – Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items 52.212-5 (10/98); and Brand Name or Equal 52.211-6 (8/99); Prospective Contractors shall be reigtered in the Central Contractor Registration (CCR) System prior to award of a contract, basic agreement, basic ordering agreement or blanket purchae agreement 4.11. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. Award will be made based on the Trade-Off process. The significant Evaluation factors are: (A) Price, (B) Technical capability of the item offered to meet the Government requirement (including data supporting RFID durability in environmental extremes and a high level of long-term retention as well as the service/warranty terms), and (C) Past Performance. Quotations are due by Monday, January 13, 2005 10:00 AM CST. Submit faxed quotations to 612-370-2136, Attn: Charlene Lambert. Offers should include tax payer identification number, DUNS number and business size. All offers should include per item and total cost prices based on the Not-to-Exceed amounts listed below as this will be awarded as an indefinite quantity contract. Specifications: C.4 Specifications for USDA Electronic Subcutaneous Microchip Identification Implants The USDA, APHIS, VS intends to acquire electronic Subcutaneous Microchip Identification Implants The USDA, APHIS, VS intends to acquire electronic subcutaneous identification implant devices for use in sheep and goats. These devices are also referred to as radio frequency identification devices (RFID). The bid offers shall include the electronic ID devices, implant injectors, and implant readers. The specifications for each of these devices will be detailed in subsequent paragraphs. Devices that have an established history of satisfactory use in the target species may receive preferential consideration. 1. General The electronic microchip, RFID, should be: "an electronically passive device: relatively inert when implanted subcutaneously" durable with a long life expectancy" Sterilized prior to initial implantation "Manufactured according to accepted international standards (ISO)" inconspicuous following implantation" Used successfully in sheep. 2. Specifications for RFID electronic implants "Must contain a unique, permanent, identification code of approximately 12 alphanumeric characters" Should be <30mm long and <4 mm in diameter and be inconspicuous when properly implanted "Must contain an antenna for receiving activation signal from associated reader or scanner" Should conform to international standards (ISO) during manufacture and to have accepted ISO configuration for passive electronic ID devices i.e. – 134.2 kHz frequency electronics. "Have an inert glass, plastic, ceramic or equivalent capsule that encloses the electronic components that can be sterilized prior to use "Should be highly resistant to damage during the implantation process" The microchip should have documentation that it resists migration from the implantation site. 3. Specifications for implant injector "Should have a proven history of use with the RFID implant " "Should be useable in a non-sedated animal" Should protect the implant device from environmental contamination and physical damage" Should be constructed such that it can be disassembled sufficiently for the implanting components to be cleaned, disinfected and/or sterilized as needed. 4. Specifications for RFID Scanners/Readers "General i. Scanners and readers must be compatible with ISO standards ii. Capable of operating at 134 kHz frequency iii. Be capable of reading all microchips that conform to ISO 11784 and ISO 11785 and any upgrades "Field Handheld Scanners i. Be ergonomically friendly ii. Operate in a wide range of environmental conditions iii. Have a sealed case that resists moisture and physical damage iv. Battery powered (preference may be given to rechargeable units) v. Be RS 232 compatible vi. Capable of reading microchips of multiple types and makes iv. Bidders that have multiple types of stationary scanners price each type should separately v. Useable in livestock handling facilities and slaughter plants vi. Have auxiliary antennas that can be incorporated into chutes or races. 5. Quality control and Service " All manufacturing processes should conform to international accepted standards for each class of components" Preference may be giving to a bidder that can provide an integrated system. Bidder should be prepared to provide a service agreement that will provide: i. Initial training in use of the entire system. ii. Replacement of any defective microchip implants. iii. Repair or replacement of inoperative injectors or readers. iv. Assistance in installation of stationary readers to conform to operating parameters of the ID equipment and to conform to the operating environment of the facility. 6. Performance specifications The RFID must have an established record of reliability in animals, preferably sheep and goats. Manufacturers with data supporting RFID durability, and a high level of long-term retention may be given preference. Manufacturer must enter RFID number information into format that is compatible the APHIS database web page or RFID web page for each order and access the delivery address through the web page. Data must be entered into the web page and RFID must be shipped within 2 weeks of receipt of the order.
