Q & A for RFQ DCCA-050012 THIS IS AMENDMENT NO. 3 TO COMBINED SYNOPSIS/SOLICITATION NUMBER RFQ-DCCA-050012 “Audio/Visual Services.” 1. Who is the incumbent contractor for this work? Well, there are 4 edit houses NSF has been using: Henninger, EFX, MVI, and Interface. 2. Is there an incumbent contractor and existing/expiring BPA currently in place? If so, who is the incumbent contractor and what is the annual dollar value of the latest year of record for that BPA? There is no BPA currently in place. Last year there were BPA’s set up with 4 local edit houses – MVI, Henninger, EFX and Interface. The cap on these BPA’s was $25,000. 3. Regarding the way the FFP CLINs are stated in the RFQ, is there any relative annual quantification of workload that can NSF can provide? This sounds like an indefinite quantity type of requirement. Can we just bid labor categories and rates for the basic BPA and then negotiate Task Orders on an as needed basis? This is for indefinite quantity and rate cards are acceptable. 4. Are there any existing production and editing facilities and/or equipment at all located on-site at NSF (e.g., the RFQ references AVID), or is the contractor expected to provide virtually all productions, post-production, and editing facilities and equipment off-site? NSF does have 2 AVID’s on site but we are looking for full post-production off-site as well. 5. How many BPA’s per this SOL? Probably four facilities. 6. Do we bid this via GSA schedule or open market or both? Open market. 7. Are these functions to be provided only in the DC area? Yes. 8. What is the average turnaround time for each project? Depends on project-sometimes we walk out with finished product, others may take 2-3 days. 9. What are the general subjects areas covered by these programs? All science. Lectures about scientific topics, VNR’s about discoveries, etc. Format for video/film (preference) (DV, DigiBeta, HD)? Betacam SP, DigiBeta, DV. 10. Who generally provides the scripts/creative? NSF most the time. Might need producers for some projects tbd. 11. Are there specific set asides for minority/woman/vet/8a? Only requirement is that you are a Small Business. 12. Is there an incumbent and are they bidding? EFX, MVI, Henninger and Interface. Don’t know if they are bidding. 13. Does NSF ever desire or need live broadcast capabilities under this BPA? TBD. 14. A proposed vendor currently operates a Government sales office in Washington. Their headquarters is in NYC as is most of their staff. They currently contract editing and crewing resources from several sources in the Washington DC metropolitan area. With their Government sales office they wanted to know if they qualify to bid on this contract? We’d rather go right to the edit house and not have to subcontract. 15. Is this a sole source contract? No. 16. Do you have any idea how much business has been awarded during the previous 5 years under a contract similar to this one? $25,000. 17. Do you have an estimate of how much business the selected vendor should expect to receive under this contract? $25,000 +. 18. How much, if any, of the services require personnel to be on site at NSF? Depends on the production. There could be a large production here at NSF and the edit house could be supplying camera crews, switcher, audio, etc. 19. Your CLINs require pricing, but you do not specify number of hours, how are we to prepare pricing? Rate card for all services you provide is what we are looking for.
