AREA OF CONSIDERATION: Open to all U.S. Citizens POSITION DESCRIPTION Background The Resources Team is part of the Program Support Division of the Office of U.S. Foreign Disaster Assistance. The Resources Team core functions are procurement, procurement planning, budgeting, policy guidance, and management of contracts for program-funded personnel. The Program Operations Specialist (POS) works closely with the Resources Team Leader to carry out these functions. The Program Operations Specialist requires experience working in government, an international organization, or a business setting with responsibilities related to procurement, human resources, and budget/finance. Introduction The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into three divisions under the management of the Office of the Director. The Program Support (PS) Division provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration, and communication support for OFDA's Washington and field offices. The Disaster Response and Mitigation (DRM) Division is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. DRM also devises, coordinates, and implements program strategies for a variety of natural and human caused disaster situations. DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Operations (OPS) Division develops and manages logistical, operational, and technical support for disaster responses and administrative support to all offices and operations. OPS maintains readiness to respond to emergencies through several mechanisms, including managing Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs). OBJECTIVE The Resources Team requires a Program Operations Specialist to strengthen its capacity to provide prompt, effective services in the areas of personal services contract (PSC) staffing and management, and simplified acquisitions, to support OFDA?s mission of saving lives, reducing human suffering, and mitigating the economic impact of disasters. STATEMENT OF WORK The Program Operations Specialist (POS) will be responsible for providing support for various operational aspects of the Program Support Division within the Office of U.S. Foreign Disaster Assistance. As directed by, and under the supervision of the Resources Team Leader or her/his designee within the Program Support Division, the POS will assist in carrying out functions related to procurement, management of contracts for program-funded personnel, budget/finance, overseas administration, facilities management, and security. The POS will have primary responsibilities for some tasks and secondary responsibilities for others. - Personal Services Contracts (PSCs) and Staffing ? In conjunction with Resources Team Leader, serve as PSC/Staffing point of contact for OFDA and the institutional contractor that provides recruiting and contract management services. Ensure that all appropriate approvals for staffing actions are requested and received in a timely manner. Develop and maintain systems to track the flow of work related to recruitment and contract actions. Draft recurring reports based on collected data or formalized database. Process contract actions in agency procurement system (NMS) and financial system (Phoenix). - Simplified Acquisitions ? Negotiate contract actions under the simplified acquisitions threshold. Locate appropriate sources for services and supplies related to the provision of humanitarian assistance. Negotiate terms and conditions with contractors to ensure that services/supplies meet OFDA's deadlines and requirements, and that prices are fair and reasonable. Prepare documentation to support that the procurement conforms to appropriate regulations and procedures. Develop and maintain systems to track and manage flow of actions related to purchases. In conjunction with Resource Team Leader, facilitate communications between other OFDA divisions and the Office of Acquisition and Assistance (M/OAA) for contract actions exceeding the simplified acquisitions threshold. Provide advice and guidance to assist OFDA regional and technical teams in development of contractible statements of work. - Serve as point of contact for security clearances within OFDA. Ensure that security clearances and requests for security clearances meet the Agency standards and appropriate regulations. Advise office personnel regarding status of clearance and the necessary documentation required. Maintain documentation regarding status of security clearances, requests for clearances, and expirations of current clearances. - Recognize and resolve problems which impede the process of assessing the need for and delivery of disaster assistance, and keep the Resources Team Leader informed at all times of the status of responses, and any potential problems which might arise that would require higher level intervention. - Draft a wide variety of assistance documentation, correspondence, and reports involving both technical and specialized terminology. Perform independent research and assemble background information as needed. - Provide backup support to the OFDA Budget and Finance Team as necessary. Maintain the budget and finance processes in support of OFDA's operational divisions. Prepare the documentation to transfer funds from OFDA's Washington location to field offices and/or disaster sites. Provide advice and guidance regarding appropriate use of funding mechanisms and commitment/obligation of OFDA funds. - Serve as a member of the Washington Response Management Team (RMT), which provides services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on the Washington Response Management Team will be varied. SUPERVISORY RELATIONSHIP: The Program Operations Specialist works under the supervision of and reports directly to the Resources Team Leader or her/his designee. SUPERVISORY CONTROLS: The supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be done. BASIC QUALIFICATION AND SELECTIVE FACTORS: (Determines basic eligibility for the position. Candidates not meeting the basic qualifications and selection factors are considered NOT qualified for the position.) - A Bachelor?s degree and four (4) years of experience involving one or more of the following: government budget/finance, human resources, administrative services, or other related business operations as a primary task of the position. - One (1) year of work experience in a position which involves government procurement. - Demonstrated work experience with the Federal Acquisitions Regulations (FAR) and Simplified Acquisitions Procedures. - Ability to obtain a Secret level security clearance - U.S. Citizen QUALITY RANKING FACTORS: (Determines the ranking of qualified candidates in comparison to other applicants). The factors are listed in the order of importance from the highest to the least. QRF #1 Experience preparing documentation, particularly statements of work, maintaining tracking systems to monitor goals and expenditures, and/or drafting recurring reports based on collected data from various sources. QRF #2 Demonstrated knowledge of the USAID and OFDA organizations, culture, management objectives, and sensitivity to the technical and political issues sufficient to advise the Resources Team Leader. QRF #3 Excellent verbal and written communication skills as demonstrated through the preparation of reports, statements of work, memoranda, cables, and other official documents. QRF #4 Demonstrated working knowledge of Phoenix and NMS or similar financial, accounting, or management database systems. QRF #5 Demonstrated ability to perform a variety of tasks and functions concurrently, and to perform in high stress environments. BASIS OF RATING: Applicants who meet the basic qualifications and selection factor(s) will be further evaluated based on the quality ranking factors. Applicants are required to address each of the factors on a separate sheet describing specifically and accurately what experience, training, education, and/or awards you have received that are relevant to each factor. The above QRFs have been assigned the following points: QRF #1 10 points QRF #2 10 points QRF #3 10 points QRF #4 10 points QRF #5 10 points Total Points - 50 (1) NOTE CONCERNING MARKET VALUE: USAID?s Contracting Information Bulletin (CIB) 98-11 states in part: ?If a preferred or acceptable candidate does not warrant the proposed grade of the position, due to lack of qualifications, work experience, or for other appropriate reasons, the Technical Officer can either rewrite the position to a lower grade or consider the use of a trainee level (one grade below), until such time as the incumbent can perform the duties and responsibilities of the position at the full performance level.? In this case, the individual will be offered the position at the trainee level grade which is at the GS-11 level. At the discretion of his/her supervisor, the individual would be eligible for a grade increase upon one year of satisfactory performance in the position.
