Description

The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intend to procure construction of the Dr. Nancy Foster Florida Keys Exhibit Hall as part of the second Phase of construction for the Environmental Complex. Location is on the Old Submarine Boat Basin, Truman Annex, Key West, Florida. The work includes, but is not limited to, renovation of an existing structure (Building ?C?), plus an addition to the same building to convert it into a one story Visitor?s Center Exhibit Hall (13,246 sq. ft.). Several elements will be identified as deductives. The entire project shall be completed within 365 calendar days after issuance of the notice to proceed. This completion time includes all adverse weather days and seasonal time loss. The Visitor?s Center addition will be supported with concrete slab-on-grade and grade beams. Walls to the addition are architectural precast panel and roofs are concrete slab on metal roof deck. The Contractor shall provide all the labor, material, equipment and each and every item of expense to construct this building including the addition. The Government intends to award a contract to the responsible offeror whose proposal represents the Best Value to the Government following the evaluation of criteria and price. Award will be made on the basis of technically acceptable lowest price. The resultant procurement will be a firm-fixed price contract. This is a total 100% small business set-aside. Small business size standard is $28.5 million average annual receipts. NAICS code is 236220. Estimated cost of the basic work is between $2,000,000 and $4,000,000. A portion of this work will be deductive items that are dependent on available funding. Drawings, specifications and solicitation documents will be available on or about January 31, 2005 for offerors to download from an FTP Government website. Offerors will have 45 calendar days to submit their proposals. All responsible firms may submit an offer which shall be considered by the agency. All solicitation requests shall be in writing which may be faxed or e-mailed to Attn: Ron Anielak or Donita McCullough. Requests must include company name, address, phone number, fax number, and contact person. After receipt of the solicitation request, you will be notified when the solicitation is available for download and provided instructions for downloading. Hard copies of the solicitation, drawings, and specifications will not be available.
