- The National Heart, Lung, and Blood Institute intends to issue a purchase order on a noncompetitive basis to Agilent Technologies 2850 Centerville Road BU3-2, Wilmington, DE., 19808 to purchase the SpringCore Academic Annual License, (1), Product #G1755AA, Signet-Oracle 100 seats (002), (2), Product #G1745AB, three (3) concurrent license for one (1) year on GeneSpring software, (3), Product #G1745AA, GenesSpring stand-alone workstation one (1) year license. The software allows the NHLBI Bioinformatics Core Lab, to continue to prioritize their lab time by identifying the pathways implicated by their gene expression data. The software provides statistical, visual and machine learning techniques to rationalize the extensive changes in gene expression due to experimental conditions or disease processes. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS), is 541519 and Standard Size is $21.0 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2005-037-DDC may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Room 6143, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Deborah Coulter, Purchasing Agent. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
