Description
The National Heart, Lung, and Blood Institute intends to negotiate on a noncompetitive basis with Coherent Laser Group, 5100 Patrick Henry Drive Santa Clara, CA. , 95054, to purchase an upgrade to government-owned Chameleon Laser. The Chameleon XR hands-free Ultrafast Ti-Sapphire laser, the upgrade package is required for continued production of two photons in vivo imaging over a wide range of wavelengths. The upgrade will extend the range of wavelengths and allow the lab to image more fluorescent probes than currently have been able to do. This upgrade will increase the productivity of two photons imaging. The purchase includes all material, installation as required, and trade-in of existing Chameleon Laser S/N 4937. Therefore Coherent Laser Group, who originally installed the equipment has the knowledge of the existing hardware and software that required to be upgraded. A change in the product would effect on going laboratory research and threaten the investment already made, and would not provide any cost savings to the Government. The North American Industry Classification System (NAICS) code is 334516, and Size Standard is 500 employees for this requirement. There are no set-aside restrictions for this acquisition. This acquisition is being conducted under simplified acquisition procedures. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2005-033-DDC, may be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. Fax responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a response, which if timely receive, shall be considered by the agency.
