- The Federal Bureau of Investigation intends to negotiate on a sole source basis a contract with Abraxas Corporation, 6733 Curran St., Suite 310, McLean, VA 22101, to continue to provide services on an existing contract for instructional training in Intermediate Interview and Interrogation, IT Source Development Courses, Consulting service, and Middle Eastern Role Players. The objective of this requirement is to complete a training initiative under a pilot program in curriculum development and instructional focus as it relates to interview and interrogation in the realm of domestic and international source recruitment and development. The contractor shall provide the following: (1) Expert knowledge and experience in the area of interview and interrogation as it relates to counterterrorism. The instruction will include but not be limited to: development of interviewing strategies, the handling of assets with an emphasis on culturally based strategies in support of critical counterterrorism worldwide. (2) Expertise, experience, and knowledge in interviewing sources, vetting sources and evaluating sources as they relate to course development. (3) Expert, knowledge, and experience in applying interviewing strategies to Middle Eastern sources, as well as providing role players that are of Middle Eastern decent. (4) Training and instructional services for ongoing courses in source development, interview and interrogation, and other topics as defined incorporating interactive strategies and practical applications. (5) Curriculum development and consultation services for ongoing courses, and other topics as defined incorporating interactive strategies and practical applications including role-play. (6) Travel both domestically and abroad for an indefinite number of times as required. Any travel expenses shall be borne by the contractor and will be reimbursed pursuant to Federal Travel Regulations. The place of performance is the FBI Academy at Quantico, VA . A top secret level of security clearance will be required. This solicitation is being issued as a Request for Quotation (RFQ) #0157003. This solicitation is a commercial item under the Simplified Acquisition Procedures (SAP) for other than maximum competition. This is a 100 % small business set-aside. The NAIC is 611710, and the size standard is based on gross receipts of 6 million dollars. This will be a Firm-Fixed Price contract. This training is necessary to maintain the continuity and consistency of services required under the on-going training initiative, it has been determined that the selected contractor is the only source that can meet the FBI?s needs. This notice of intent is not a request for competitive bids. However, interested persons may identify their interest and capability by submitting a proposal to include technical qualifications, experience, price, and any other information within 15 calendar days of this publication. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within this time, a contract will be awarded to the identified vendor. No telephone request will be accepted.
