Description
22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Gov ernment not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitiv e procurement. 6months support service to the US Army Center of Military History. Facility Clearance is required. Performance must begin 25 January 2005 (through July 2005). Government intends to award this effort Sole Source. a. Contractor support is required by the Director and the NMUSA Project Team to ensure continuity of operations, and the continued integration of the various program elements for decision-making and execution. The Contractor is needed to continue complete integration of all the collaborating contract efforts and museum planning activities being conceptualized, tested, evaluated, and distributed to pertinent parties and entities to ensure the United States Armys Return -On -Investment (ROl) and Best Busines s Practices. The Contractors Contract Tasks shall include: " Develop NMUSA programs and exhibition planning activities (e.g., define and interpret NMUSA programs content, develop NMUSA programs matrix, develop and manage the NMUSA storyline, the Exhibit Master Plan the Visitor Experience Master Plan, and the Comm unications Outreach Plan. " Establish and monitor performance measures for museum programs, to include, specific NMUSA programs and related that are identified NMUSA project missions, etc., and the integrated objectives and approaches to their achievement; " Augment NMUSAs organizational structure with analysts and subject matter experts recruited from industry, and an array of non-military disciplines as required " Conduct special studies in museum space management, staffing and budget resource requirements " Develop gallery and exhibit master plan concepts, modeling, design and refinement " Acquire artifacts, and develop integrated conservation and preservation cycles as may be required " Assess museum technologies and conduct technology integration analysis testing and demonstrations as may be required " Research Army and Museum acquisition policies, life cycles in relation to planning, budgeting and collections management decisions " Establish fair market values for artifacts and heraldic items to be acquired " Perform the artifact management and accountability functions in accordance with applicable laws, Army Regulations and museum standards and ethics to ensure compliance b. The United States Army Center of Military History NMUSA Division will provide oversight on this contract and will maintain the Project Development Center (PDC) to augment the Government Staff and the NMUSA Transition Team (establish transition team with requisite professional staffing to support the Director throughout the various project phases of the NMUSA development). c. Plan, Develop and Execute 17 Major NMUSA Programs engineer an integrated strategic NMUSA programs matrix, develop a five-year master strategic business plan with specific program elements, and model best business practices for public and multi-media pr ograms. d. Develop a NMUSA Workforce Program  develop a strategic plan and test the underpinnings of a viable workforce development program that will include a variety of professional disciplines in the museum profession. e. Perform Supply Management functions for United States Army Center of Military History, and design a supplemental supply activity for the National Museum of the United States Army Project (NMUSA). The contractor shall be experienced in museum management, support operations, and have experience working in the A rmy Museum System (AMS). f. Operate a Museum Supply System  the Contractor shall assemble a staff with the depth and experience to operate the United States Army Museum System Logistical and Support activities and requirements. The Contractor shall assign personnel capable of ex ecuting regulatory requirements of this program. Staff Museum Support Teams within the AMS as required. g. The Contractor shall have a turnkey experienced team with demonstrated capability of providing subject matter experts and analysts in a variety of skill sets (information technology, logistics, historical research, museum and conservation, preservation, management analyst) to United States Army Museums across the United States as required. h. Inventory, monitor, receive and process artifacts into the United States Armys Historical Artifacts and Art Collection  The Contractor shall provide experienced personnel capable of in processing and distributing sensitive, priceless heritage objects . The support includes, but is not limited to accession, deaccession, document imaging, cataloging, inventorying, and securing the Armys heritage objects. This is a Firm Fixed Priced Contract, with provisions for reimbursable line items for travel, incidental equipment as required by the Government for performance. O&M funds will be provided prior to contract award. a. In fulfilling this requirement, the Contractor shall continue to process and deliver the following items. It should be noted this list is not all inclusive, but indicative of the NMUSAs requirements to date. Several items are noted as critical path ite ms due because they impact $7 Million in NMUSA Acquisitions, namely DCC-W ($2 Million Contract with Army Historical Foundation) and the Baltimore Corps of Engineers ($5 Million in Contracting with Skidmore, Owens,& Merrill (Architectural Design Firm) and C annon Design (Museum Planning). a. Exhibit / Visitor Experience Master Plan due March 31, 2005. This deliverable is based on relevant elements of the NMUSA Programs Matrix, Storyline, and Envisioning Document. This critical path item must be integrated into facility, fabrication and desi gn acquisitions. b. Gallery Concept (SALVO!) Exhibit Master Plan, and Storyboards due March 31, 2005. This deliverable is required for space analyses and artifact acquisition. c. Multi Media Support Services due March 31, 2005. These items are a critical path and include core products, materials and staffing to develop public sector products and communications outreach services for museum research, education, and multicultural events and special projects. d. Artifact Acquisition due March 31, 2005. This item will not be complete (will be a continuing requirement under a multiple year follow-on contract); however Contractor shall ensure interior and exterior galleries, exhibits and programs are materially b alanced. This is a life cycle event, with quarterly and annual reviews, and it is a critical path item. e. Museum and Support Center Campus Concept due March 31, 2005. This item involves developing museum program concepts for indoor and outdoor activities. There are 17 public and educational programs being contemplated for NMUSA. There is also $3 million to $10 million in museum planning, program design and validation services dependent on the completion of this task. This is a critical path item. f. Milestones/Deliverables: Responsibility/Due Date: Project Start Contractor Date of Award (DOA) Biweekly Status Report Contractor/Every other Monday In Progress Report Contractor/Quarterly Meeting Minutes Contractor/NLT 3 Days After Meeting Final Technical Report due from the Contractor 15 days after contract complet ion g. The government will require 15 working days to review the monthly, quarterly, and annual reports. At a minimum, reports will include the following: description of prior months progress, summary of estimated expenses, review of issues, problems that ma y affect project completion, summary of upcoming events. h. The schedule given above is based on the best information available at this time. As better information becomes available, or should unforeseen circumstances arise, it may be necessary to modify this schedule. The Contractor shall assume the reasonabil ity of by notifying the COR and COTR as soon as it becomes known that a scheduled date will slip by more than seven calendar days In this regard, the Client is expected to promptly notify the COR who in time will notify the Contractor of expected slippage in those Milestone items not under the Contractors responsibility.
