- The Government requires a single provider of Post Production Field and Engineering Support, Repair and Depot Support, and the Continuation of Production of the Near Term Digital Radio (NTDR). Field service support services will be required at state side locations and possibly at locations around the world, to include training, providing Field Support Representatives (FSRs), maintenance screeners and troubleshooters, as well as maintenance turn in points. The field support includes all of the training required, providing Field Support Representatives (FSRs), maintenance screeners and troubleshooters, as well as maintenance turn in points. The repair requirements include satisfying a seven day Turn-Around-Time (TAT) to the user, by performing Depot repair services with an appropriate quantity of Depot spare LRUs and spare modules, and providing failure rate data. Spare LRU procurements will be on a Firm-Fixed-Price basis. The engineering services include anticipated design changes and improvements to future procurements of the NTDR as well as the already procured and fielded systems, first article qualification testing, studies, logistical documentations, technical manuals and training manual changes, software support, obsolescence management and design of retrofit kits as needed. As an option to this contract, the government intends to procure, as priced options, additional quantities of the NTDRs, in the total quantity of up to 400 systems, to be used as spares and to field as systems. This five year acquisition includes all of the hardware/software procurement, testing and fielding/training services required to manufacture, repair and field the Near Term Digital Radio (NTDR). The NTDRs, spares packages, CDRLs, and options for test requ irements will be purchased on a Firm-Fixed-Price (FFP) basis. Fielding, engineering services and training services will be purchased on a Time-and-Materials (T&M) basis. The Government does not possess the detailed drawings for any of these items. Offerors may submit their responses to this market survey as a potential provider of these services and manufacturer of the end item. This acquisition for PM TRCS is to continue to implement the Army's objective of digitizing the battlefield. This procurement is subject to full and open competition. The current producer of NTDR is ITT, located in Fort Wayne, Indiana. The contract will be requirements type contract, with a base year and four option years, spanning the years 2005-2009. The contract type is expected to be T&M for selected field, engineering and hardware su pport services with Firm-Fixed-Price (FFP) for the hardware, test and other CDRLs.
