Description
The United States Army Corps of Engineers intends to award a firm fixed price contract for construction of a Weapons of Mass Destruction (WMD) First Responder Training Complex at Fort Leonard Wood, Missouri. All proposals from responsible vendors wil l be considered (full and open competition for all business sizes). Work includes, but is not limited to: Construction of a Chemical, Biological, Radiological and Nuclear (CBRN) training building, approximately 40,500 SF. Construction of a Tunnel/Urban Tr aining Area including a tunnel complex interconnecting four (4) buildings, concrete hardstand, drive and parking. Construction of an Intermodal Training Area including a concrete hardstand to receive intermodal containers (containers are not in contract (N IC)), railroad track set on concrete hardstand to receive two (2) rail tanker cars and one (1) flat bed car (rail cars are NIC), and an overhead cover, approximately 600 SF. Construction of a Roadway/Tanker Truck Training Area including a simulated street intersection to receive tanker truck (truck is NIC). Construction of a Cave Complex Training Area including two simulated cave structures, a tunnel complex connecting both caves, drive and parking. Site work, including all site grading, roadways, parking l ots, landscaping, seeding/sodding, storm drainage, walkways, extending utilities for water, electric and communications, site lighting, and tree removal. Design/build requirement: Design and construction of four (4) Tunnel/Urban Training Area buildings: Si mulated Post Office, approximately 2,000 SF, Simulated Two-Story Factory with basement, approximately 3,150 SF, Simulated Three-Story Warehouse, partially deconstructed, approximately 3,950 SF, Simulated One-Story Warehouse, approximately 3,400 SF. CCTV c ameras throughout the complex will be installed by separate contact using OPA funding. The Magnitude of this project is represented by the following estimated price range between $10,000,000 and $25,000,000. The estimated Construction duration is 730 calen dar days. A Solicitation for this project will be available on or about 17 January 2005. The contract award will be based on best value to the Government. Technical and pricing proposals will be required of all bidders. Bid opening will be on or about 28 February 2005, with an anticipated contract award on or about 28 March 2005. Competition under this solicitation is unrestricted; this agency will consider proposals submitted by all responsible sources. Selection and award of the contract will be based o n the source selection factors and subfactors as listed in the solicitation. The solicitation will be issued on CD-ROM only.
