- FedBizOpps Announcement for SmartBUY IBM Software. -------- Pursuant to Section 5112 of the Clinger Cohen Act of 1996, the Office of Management and Budget (OMB) initiated a federal government-wide software enterprise-licensing program called SmartBUY. The SmartBUY program consolidates the purchasing power of the federal government to obtain optimal pricing and preferred terms and conditions. GSA is the executive agent leading the SmartBUY initiative. The purpose of this notice is to announce GSA?s intention to establish a federal government-wide IBM enterprise licensing agreement (ELA). This ELA will cover numerous IBM products including but not limited to Rational TM, Informix TM and DB2 TM. The GSA SmartBUY IBM agreement will provide IBM license products, technical support, professional consulting, and training services on a government-wide basis.
