PROJECT TITLE: TAJIKISTAN: TECHNICAL ASSISTANCE ON RANKING HYDROPOWER INVESTMENTS NOTE: ATTACHMENT. TO OBTAIN A COPY OF THE APPENDIX PLEASE CONTACT SCOTT GREENIP AT USTDA ON 703-875-4357 OR EMAIL SGREENIP@USTDA.GOV. 1 SCOPE OF WORK The U.S. Trade and Development Agency (?USTDA?) requires services under this non-personal services Contract to perform the first phase of a hydropower ranking study, whose ultimate goal is to create a rational plan for project promotion for future hydroelectric development in Tajikistan. The Contractor will work with and for the benefit of personnel from the Ministry of Energy of Tajikistan (Ministry) on this technical assistance contract. The Scope of the Technical Assistance Phase is designed to provide important capacity building in the Ministry of Energy, to collect the data available from previous studies and to provide the rationale for project presentation and ranking of projects. The final output will be a list of the projects that are appropriate for a country ranking study, a database of projects opportunities and identification of available information and the source of that information. The tasks of this technical assistance contract are summarized as follows: 1.1. Define key elements to be utilized in the Generation Ranking Study together with Ministry Personnel. 1.2. Review available data for all projects in the Generation Planning of the Ministry. Its focus would involve creation of a central repository of information, and a listing of all available previous studies and drawings for the project. 1.3. Preliminary analysis of project concept and suitability of available data for all projects. 1.4. Selection of the projects that are the most likely candidates for inclusion in the Generation Planning for future consideration. 1.5. Assist the Ministry in development of a filing system and project database to provide better access to project information as studies progress through the development cycle. 2 DELIVERY & PERFORMANCE REQUIREMENTS 2.1 KICK-OFF MEETING WITH THE USTDA PROGRAM OFFICE Upon award, the Contractor shall contact USTDA?s Contracting Officer?s Technical Representative to schedule a meeting to discuss details of the Contract assignment. Unless otherwise advised by the COTR, this meeting will be held at USTDA?s office in Arlington, Virginia. At the COTR?s discretion this meeting may be held via conference call. The COTR shall provide the Contractor with names and addresses of the Ministry personnel, other pertinent entities to contact in the United States and overseas, and any other relevant details that may impact upon the conducting of this Technical Assistance Contract. 2.2 PRE-VISIT REPORT Prior to departure to the host country, the Contractor shall provide the COTR a pre-visit written report of 3-5 pages containing the proposed schedule or itinerary, preliminary strategies or findings on ranking of hydropower investments in Tajikistan, a list of contacts to be made during the visit and a pre-visit checklist of issues, information and questions to be utilized during the visit. Deliverable: Pre-visit Report 2.3 USTDA RESPONSIBILITY USTDA will advise the U.S. Embassy in the host country of the Contractor?s proposed travel itinerary prior to departure and request that the Commercial Section of the Embassy provide the Contractor with names and addresses of appropriate host country officials with whom to meet. 2.4 CONTRACTOR?S HOST COUNTRY TRAVEL The Contractor shall travel to the host country to meet with relevant Ministry and project officials and with the U.S. Embassy. It is anticipated that the Contractor?s time in the host country working on this project will total approximately one month. The Contractor shall contact the Commercial Section at the U.S. Embassy upon arrival and prior to departure for briefing and debriefing meetings. While the Embassy may be able to assist the Contractor in arranging some initial meetings with host country officials, the Contractor is responsible for arranging the meetings as well as logistics for the visit, i.e., hotel accommodations, transportation, and interpretation services. In some cases, the Contractor may need to Contract with a local entity to assist with these logistics. Local entities may not provide the technical work of substance for the creation of the Final report. 2.5 TASK 1: DATA COLLECTION The Contractor shall focus on identification and collection of data from all available sources and for all hydroelectric projects currently being promoted or having been identified in Tajikistan. Special emphasis will be placed on: Prefeasibility reports; Drawings; Hydrology, including rainfall, basin maps, stream gauging information, floods and climate; Geology and seismic information ? the Contractor shall focus on regional geologic mapping, local geologic information including any bore hole mappings, and reports available on materials identification; Energy and Capacity studies; Transmission load flow studies and expansion plans for the area of the project. 2.6 TASK 2: DEFINITION OF KEY PARAMETERS The Contractor shall work with Ministry personnel to define the key parameters used in a hydroelectric ranking study and on organization of the appropriate key data. The end product of the Task will be a memorandum on hydroelectric planning criteria used for a generation investments ranking study. The memorandum will include a checklist guideline for data collected or to be collected that the Ministry can use now and in the future to ensure that any studies performed are catalogued in such a manner as to provide access to the information for future use. The Task will also provide the Ministry insight into how the international finance community, for both public and private sectors, evaluates project opportunities. This Contractor will also provide the Ministry with understanding and insight into how the international finance community, for both public and private sectors, evaluates hydroelectric power sector project opportunities. The second end product of this Task will therefore be a memorandum detailing key issues in presenting projects for financing consideration and the main criteria used by financiers in reviewing applications. Included in the memorandum will be a listing of development impacts typically associated with hydroelectric project development. Deliverables: Hydroelectric Planning Criteria Memorandum; Key Financing Issues Memorandum 2.7 TASK 3: PROJECT REVIEW AND SELECTION This Task will involve the review and selection of projects that are most suitable for future development and inclusion into a country-wide generation planning concept. Review of projects will include review of all information made available and a statement about the quality and perceived reliability of the information. The final product from this phase of work will be to select a short list of projects that are suitable for both future development and inclusion in the generation plan, as well as a listing of available information and the source of that information. The Contractor will endeavor to select approximately 12 projects that are the most suitable candidates for short and medium term development. Deliverable: Shortlist of Projects 2.8 TASK 4: CREATION OF PROJECT DATA BASE The Contractor shall develop a database of project information, and will work with Ministry personnel to create a central repository for the information and a filing system that is appropriate for the type and quantity of information to be made available. Training assistance will be provided to the Ministry on the filing system and on its importance in future generation development. Deliverable: Database of project information 3 CONTRACTOR INTERIM STATUS REPORTING AND DELIVERABLES The Contractor shall provide verbal updates to the COTR when necessary. The deliverables may also take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, interim and final reports, or other oral or written work products needed for successful performance. 4 CONTRACTOR -- REPORTS The Contractor shall submit the Deliverables above to the COTR and the Ministry as they are completed. In addition to the Deliverables noted above, the Contractor shall prepare a Final Report to USTDA that comprehensively and substantively addresses the Contract requirements as outlined in Section 2.5 through 2.8. Since this report will be available for public distribution, any sensitive or business proprietary information shall be included in a separate confidential attachment to the report. 4.1 REPORT DRAFT -- COTR APPROVAL The Contractor shall provide the report in draft form to USTDA and the Ministry for COTR review and review by the Ministry within six weeks after completion of the overseas visit. The report should be clearly marked ?Draft? on the cover. 4.2 REVISED REPORT DRAFT ? COTR APPROVAL Within five (5) working days after receiving the COTR?s and the Ministry comments on the draft report, the Contractor shall submit a revised copy for COTR and the Ministry to review. The Contractor shall revise the report as necessary until securing final COTR approval. 4.3 FINAL REPORT ? COTR APPROVAL The final report shall incorporate all mutually agreed upon material and revisions. The report shall include any supporting documentation. It shall be grammatically and factually correct in all respects, internally consistent, and all statements and tables shall be clear and easily understood by a competent reader, and contain no typographical errors. Upon notification from the COTR that the report is considered acceptable, the Contractor shall submit five (5) copies, and one (1) unbound original to USTDA and the Contractor shall submit five (5) copies and one (1) unbound original to the Ministry. All reports must be paginated and submitted in Microsoft Word and Adobe Acrobat pdf on a 3.5-inch disk or on a CD-Rom. The Contractor shall also submit the report to the COTR and the Ministry as an e-mail attachment, also in the Microsoft Word and Adobe Acrobat pdf formats. 5 PROJECT DESCRIPTIONS AND PROFILE See attached excerpts from the Eurasia Regional Hydropower Projects in Tajikistan and Kyrgyzstan Definitional Mission Report. IMPORTANT NOTE: USTDA may decide to provide grant funding for a Hydropower Investment Ranking Feasibility Study in Tajikistan after the Technical Assistance on Ranking Hydropower Investment Projects in Tajikistan has been completed. If approved, the Ministry of Energy would likely be the Grantee and would therefore competitively select a U.S. company to perform the feasibility study. This potential feasibility study opportunity is estimated at $450,894. No decisions regarding this grant have been made.
