Description

This is an AMENDMENT to the Pre-Solicitation Notice for the USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection & Quarantine (PPQ), Hawaii Fruit Fly Production Facility in Waimanalo, Hawaii. This AMENDMENT to the Pre-solicitation Notice revises the solicitation release date to read on or about December 22, 2004 and revises the closing date to read January 21, 2005. It also reflects additional information for offerors. In the solicitation attachment, Notice Concerning Solicitation and in Section J of the Solicitation (List of Documents, Exhibits and Attachments) are instructions and information for access to the specifications and plans (drawings). Offerors, Subcontractors and Suppliers may view the specifications and plans (drawings) on-line through the Blue Print Company, Honolulu, Hawaii Electronic Plan Room. Access to this plan room site will be authorized through the A-E firm listed in the Notice Concerning Solicitation and in Section J of the Solicitation. There is no charge to prime contractors for a CD of the specifications/plans. Subcontractors and suppliers are required to pay a fee for the CD and/or hard copies of the plans/ specifications. All offerors (to include subcontractors and suppliers if requesting copies of the plans/specifications or access to the site) must submit their name, address, point of contact, telephone and fax numbers and email address (if applicable). Also note, A Pre-Bid/Pre-Proposal Conference is scheduled for January 11, 2005 (reference the Solicitation, Section L, paragraph L.15). Offerors may visit the site (coordinated with the contacts listed in Section L, paragraph L.9 and L.16) prior to/or after the conference, however, it is a requirement that all technical questions/clarifications be addressed at the Pre-Bid/Pre-Proposal Conference or submitted to the procurement official in writing. All other portions of the Pre-Solicitation Notice remains unchanged. The solicitation number APHIS-05-003 and the project title must be affixed to all documents. This procurement is set aside for Small Businesses under NAICS 236210 (Small Business Size Standard - $28.5 million). All responsible sources may submit an offer which will be considered. Proposals will be due no later than 4:30 p.m. local time (state of Maryland ? Eastern Time) on January 21, 2005.
