- AIR FORCE MILITARY HOUSING PRIVATIZATION PRIVATIZATION REAL ESTATE SUPPORT SERVICES (PRESS) MODIFICATION #1 TO PRESS REQUEST FOR INFORMATION (RFI): We anticipate awarding approximately five contracts on the PRESS source selection. Approximately three (3) contracts may be awarded under full and open competition and approximately two (2) contracts may be awarded under small business set-aside procedures. The number of full and open or SB set-aside awards may increase or decrease. Only fully qualified proposals will be awardable. The Air Force Center for Environmental Excellence, Housing Directorate Privatization Division (AFCEE/HDP) is seeking information from sources capable of providing private sector financial expertise to support the Air Force Military Housing Privatization Projects throughout the United States and its territories. The shortened description for this effort is Privatization Real Estate Support Services (PRESS). This announcement is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP). Potential sources shall be able to provide financial and real estate privatization development services, including Enhanced Use Leasing (EUL) and lodging privatization expertise, in support of the Air Force Military Family Housing Privatization Program. The ultimate goal of this effort is successful closure of real estate transactions for privatization of military family housing at selected Air Force Installations. Currently, the Air Force has several installations (Air Force Bases) in various stages of eligibility and preparation for housing privatization. The Air Force envisions competitively awarding an estimated $88 million program ceiling to be divided among multiple indefinite-delivery, indefinite quantity (ID/IQ) contracts to support housing privatization at various locations. The Air Force anticipates awarding specific requirements under separate task orders per installation. The Air Force intends to accomplish the work in four phases: (1) Project Identification, (2) Project Development, (3) Project Acquisition, and (4) Transaction Closure/Post Closure Support. As prescribed in the Federal Acquisition Regulation (FAR) 52.215-3, the Government does not intend to award a contract on the basis of this Request for Information (RFI) or to otherwise pay for the information provided. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
