Description
[NOTE: ALTHOUGH THIS RFP IS CODED AS A SMALL BUSINESS SET-ASIDE IT WILL BE EVALUATED USING A CASCADING METHOD OF PREFERENCE AS OUTLINED BELOW. THEREFORE ALL BUSINESS CONCERNS ARE ENCOURAGED TO SUBMIT PROPOSALS] ELECTRONIC RFP ANNOUNCEMENT - The National Cancer Institute (NCI), National Institutes of Health, intends to award a 5-year (inclusive of options) contract to provide total professional and logistical support for the NCI Exhibit Program. Services provided will include, but are not limited to the following: (1) research and documentation of appropriate exhibiting opportunities in the medical/health professional tradeshow market; (2) consultation with NCI staff for conference and material selection, as well as conference attendance suggestions; (3) pre-exhibit negotiations with professional organizations concerning logistical requirements; (4) logistical arrangements for shipping, set-up, dismantling, and exhibit services for each meeting; (5) maintenance of an exhibit library program; (6) provision of knowledgeable professionals to staff exhibits; (7) post-exhibit evaluation of the impact of each exhibit; (8) appropriate budget planning, including projection of expenses for each season, and a post-season report of actual costs; (9) exhibit design, fabrication, repair, and modification; (10) appropriate warehousing of all NCI exhibit structures and graphics; (11) maintenance of an accurate, up-to-date inventory tracking system of all structures and graphics; (12) establishment of effective systems/procedures; and (13) maintenance of an exhibit website. Any award resulting from this solicitation will be made on the basis of a cascading evaluation preference approach as follows: The award will be made to an eligible business concern included in one of the following three (3) cascading preference tiers, provided that adequate competition is received and award can be made at fair market price (see definition at FAR part 19). Adequate competition is defined as the receipt of at least two (2) competitive proposals in a tier from companies that are qualified, technically acceptable, cost reasonable and responsible business concerns. The cascading evaluation is to be applied in the following manner: First Tier Competition - is defined by competition among qualified HUBZone small business concerns. In the event that adequate competition and fair market price requirements cannot be met under the First Tier Competition, and there is only one technically qualified firm offering a fair market price, then competition at this Tier will stop. The one qualified firm from the First Tier will compete in the Second Tier Competition. Second Tier Competition is defined as competition among eligible small business concerns providing 51% or more of the direct labor dollars proposed for the required contract effort. If adequate competition and fair market price requirements are met under the Second Tier, competition at the Third Tier will not occur and award will be made at the Second Tier. In the event that adequate competition and fair market price requirements cannot be met under the Second Tier Competition, and there is only one technically qualified firm offering a fair market price, then competition at this Tier will stop. The one qualified firm from the Second Tier will compete in the Third Tier Competition. Third Tier Competition is defined as an unrestricted, full and open competition with selection of an awardee based upon a best value determination pursuant to FAR 15.3. The North American Industry Classification System (NAICS) code is 493110. Request for Proposal (RFP) No. N02-CO-41008-64 will be available on or about March 17, 2004 and receipt of proposals will be due on or about April 19, 2004. The RFP will only be available electronically and may be accessed through the National Cancers Institute’s, Research Contract Branch (RCB) Home page at http://rcb.nci.nih.gov/ Once at RCB’s Home page select Current Requests for Proposals. All information required for the submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. NCI plans to award a contract with one base year and four option years on or before September 1, 2004. This advertisement does not commit the Government to award a contract.
