- Construction Manager as Constructor for the Modernization of the Richard B. Russell Federal Building and Courthouse, Atlanta, GA. The Request For Proposal for Solicitation GS-04P-02-EXC-0006 is attached hereto. The proposal submittal date is September 09, 2002 at 3:00p.m. (local time). Submissions shall be addressed to Ms. Denise Butler, Contracting Officer, General Services Administration, 401 W. Peachtree St. N.W. Suite 2500, Atlanta, GA 30308. Late submissions shall be subject to the requirements at FAR 52.215-1. Please be advised that this a Federal facility and individuals hand-delivering proposals will be required to present valid identification and may be delayed.
