Description
This requirement is in support of the Naval Undersea Warfare Center - Keyport, 610 Dowell Street, Keyport, WA 98345-7610 and is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement issued as a request for quotation is N00253-05-Q-0065. The solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular 2004-0001. The applicable NAICS Code for this requirement is 541519 and has a size standard of $21 million in annual sales. The Government requires application and architecture assessment of the Aviation Maintenance Training Continuum System Software Module (ASM). The purpose of this assessment is to provide an evaluation of the! following three elements of the ASM system: (1) The application architecture (schema); (2) The coding practices embodied in the application, and (3) The system technical architecture (hardware configurations, data and file allocation methods, data redundancy practices (RAID configurations), etc. The assessment shall include evaluating the application and the hardware environments in which ASM is currently utilized, or in which it will be utilized, when fully implemented. The Period of Performance shall be for six consecutive weeks commencing on a date, to be determined, in January 2005. Delivery of reports shall be FOB Destination at Naval Undersea Warfare Center - Keyport, Keyport, WA 98345-7610 with Inspection and Acceptance at Destination. The following provisions apply to this solicitation, 52.212-1 Instructions to Offerors. The Purchase Order resulting from this solicitation shall be awarded based on the following evaluation factors: (1) Technical: Offers must ! meet, or exceed, the requirements detailed in Section 8 of the Statement of Work; (2) Past Performance: The Government highly prefers that offerors submit their company?s five most recent references (relevant to the requirements outlined in the Statement of Work, all of which should be Government references, if possible). The Government references should be a Contracting Officer (KO) and a Program Manager or equivalent. Relevance is determined by considering the services provided, dollar value, and period of performance. Please provide, as a minimum the following information: Procurement vehicle Title/Contract Number; Type (e.g., ID/IQ, BPA, etc.); Period of Performance; Prime or Sub; description of products and services; original procurement vehicle dollar value; and sales to date in dollars. In addition, discuss any contractual vehicles (contracts, delivery orders, etc.) terminated for default by a CO affecting your company within the past five years. Also, describ! e all instances in which your company has ever been the subject of, or party to, a proposed debarment/suspension case and the outcome. Failure to comply with these instructions may result in elimination from further consideration; (3) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price and the following price evaluation factors. The Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. (4) Delivery: Offerors must meet the required period of performance dates; and (5) Responsibility: Offerors must meet the standard for FAR 9.104. Offerors are required to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification -Commercial Items, with their quote. Fol! lowing are additional FAR and DFAR Clauses applicable to this acquisition: Clause 52.212-4 Contract Terms and Conditions - Commercial items. Clause 52.215-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. DFAR Clause 525.212-7001 Contract Terms and Conditions required to Implement Statues or Executive Order Applicable to Defense Acquisition of Commercial! Items applies to this acquisition. The following DFAR clauses cited in this clauses are applicable to this acquisition: 252.225-7001 Buy American Act and Balance of Payments Program, 252.227-7015 Technical Data - Commercial Items, 252.227-7037 Validation of Restrictive Markings on Technical Data, 252.247-7023 Transportation of Supplies by Sea. The following DFAR clauses are incorporated by reference 252.204-7004 Required Central Contractor Registration, 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country, 252.211-7003 Item Identification and Valuation. Quotes/Offers are due no later that 7 January 2005, 14:00 hours, Pacific Standard Time. Commercial Simplified Procedures shall be used for this procurement.
