Description

The United States Department of Agriculture, Natural Resources Conservation Service, National Water and Climate Center, located in Portland, OR is comtemplating awarding a follow-on contract to Meteor Communication Corporation for specialized meteor burst communication equipment. This equipment helps operates and maintain an extensive, automated system to collect Snow Pack Telemetry (SNOTEL). SNOTEL uses meteor burst communications technology to collect and communicate data in near-real time. This technolgoy makes use of proprietary software and patented hardware to rapidly transmit small packets of meteorological data to two NRCS owned master stations. These master stations use existing custom hardware and software to decode, assemble, and forward remote station data to a centralized computer facility where it is stored and made available for general use. Under the authority of FAR 6.302-1 (2) (ii) (A) (B), awarding this specialized equipment to another source would result in substantial additional costs to the Government that is not expected to be recovered through competition. It would also incur unacceptable project development delays to fulfill agency requirements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND NO SOLICITATION IS AVAILALE.
