Description
This is a modification to the combined synopsis / solicitation W914NS-05-Q-0003 for a local area network to be installed at the Iraqi Republic Railway (IRR) headquarters and two other nearby IRR sites. This is the fifth modification. The purpose of this modification is to modify the Contract Line Item Number (CLIN) structure, provide answers to questions posed by Industry in the last several weeks and to extend the due date of the quote. THE CLINS 1. CLIN 0001 is changed to read as follows. Design the architecture; acquire the necessary computer hardware and software; and other equipment in order to install a local area network for the Iraqi Republic Railway (IRR) administrative operations at Baghdad Central Station as well as administrative offices of adjacent maintenance shops and the administrative offices at the Shalschia workshop, as outlined in the attached Statement of Work, Attachment One. CAT 6 cabling shall be used. There shall be a backup for the servers. A minimum of five servers shall be used. Develop and provide an operations manual, both English and Standard Arabic?three copies each. 2. CLIN 0003 is changed to read as follows. Training. Develop and provide training to IRR personnel in the maintenance and operation of the LAN created under CLIN 0001. Provide any courseware in both English and Standard Arabic?one per student. There shall also be a one-time Advanced Network Training Software and Hardware course for up to ten IRR personnel in UAE. The cost of the student travel, lodging, and meals will be borne by the IRR. 3. CLIN 0005 is changed to read as follows. 113 each desktop computers with a minimum of 3.3 GHZ, H.D.D. 60 G.B., 1 G.B., DDR RAM; DVD with CD-RW driver. External F.D.D. 3.5 inch; 17 inch LCD monitor, LAN card, fax modem, mouse and Arabic keyboards loaded with the Arabic version of the following software or equal: MS-Office and Adobe Acrobat. Computers to be configured for the 220V, 1-phase 50 Hz Iraqi electrical system. 3. CLIN 0006 is changed to read as follows. 37 each desktop computers with a minimum of 3.3 GHZ, H.D.D. 60 G.B., 1 G.B., DDR RAM; DVD with CD-RW driver. External F.D.D. 3.5 inch; 17 inch LCD monitor, LAN card, fax modem, mouse and English keyboards loaded with the English version of the following software or equal: MS-Office and Adobe Acrobat. Computers to be configured for the 220V, 1-phase 50 Hz Iraqi electrical system. 4. CLIN 0007 is changed to read as follows. 5 each Hewlett Packer 8250 or equal document scanners. Scanners to be configured for the 220V, 1-phase 50 Hz Iraqi electrical system. 5. CLIN 0008 is changed to read as follows. 5 each Belkin or equal 6000 watt Uninterrupted Power Supply (UPS) units, 3-hour supply of power. UPS units to be configured for the 220V, 3-phase 50 Hz input and an output of 220V, 1-phase 50 Hz, compatible to the Iraqi electrical system. 6. The second CLIN 0008 is changed to CLIN 0011 and is changed to read as follows. 5 each Hewlett Packer 4560 or equal color laser printers. Printers to be configured for the 220V, 1-phase 50 Hz Iraqi electrical system. ANSWERS TO QUESTIONS The solicitation includes the Baghdad Station and two remote locations: the Technical Station and Shalchia Workshops. The distance from the Baghdad Central Station to the Technical Department is about 2.0 Km. The distance from Baghdad Central Station to Shalchia is approximately 4.5 Km. For cabling, assume CAT 6 cabling (the solicitation originally called for CAT 5E cabling). The solicitation is modified to include training for 10 persons in UAE for not more than 2 months of an Advanced Networking Training Software and Hardware course The LAN shall include a hardware back-up system for the servers. The contractor shall provide a minimum of 5 servers (the solicitation originally called for 4 servers). An E-mail server is not needed (the IRR has one already). The contractor will determine the specifications for the core switches. Net Monitor specifications will be left to the contractor. Maps of the Baghdad Station are posted to the website. Maps are not currently available for the Technical Station and Shalchia Shops. These two buildings resemble open bays, similar to a garage with a few offices on the periphery. The IRR are working on getting plans scanned, and they will be posted if they are made available. The web pages are dynamic and they are for sharing files. Regarding applications on the 150 desktops, licensed versions are only needed for the Microsoft Office software. Licenses are not needed on the department-specific software. The internet currently in the Baghdad Station is for 29 users (star 2 net) and it is a shared system with a download speed of (2048 Mbps) and an upload speed of (512Mbps). If the bidder finds that their wiring scheme requires more than 5 UPSs, then the quote should include the appropriate number of UPSs. UPSs are not required for the 150 desktops. The UPSs shall be compatible with the Iraqi electrical system (i.e. 380V, 3-phase, 50 Hz for the UPS input). The UPS output shall be 220V, single-phase voltage, 6000W-7500W. The balance of the equipment (desktops, printers, scanners, etc) shall be compatible with 220V single-phase voltage. The walls and ceilings in the Baghdad Station vary in thickness. On average, they are 45cm thick. Section 2.2.2 of the Scope of the Work states, ?Proxy Server for Caching Internet web pages, Internet web server, file/print services, email, fax, network monitoring tools, anti-virus protection (such as a McAfee server and license), system backup and restore capabilities, file server/data archival capabilities, and network security/firewall mechanisms.? Fax refers to fax server. There is not a limitation on the number of servers, if the bidder finds the specified minimum quantity of 5 servers is not sufficient. The IRR will identify rooms on the first and second floors for switch racks if necessary. There are ample rooms available. . The number of users accessing the software at once could be more than 100 users. The client server should accommodate this demand.
