- This amendment is being made to extend the period of performance to read 6 months from the date of the award. Additionally, the response date is to be changed to January 3, 2005. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Department of Commerce, International Trade Administration, Central and Eastern Europe Business Information Center have a requirement for an Albanian Program Specialist. Solicitation DG1350-05-RQ-1106 is being issued as a Request for Quotation. The solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. This requirement is a 100% Small Business Set-A-Side and the associated NAICS Code is 541990 and the small business size standard is 6M. The Contractor shall provide technical support services in accordance with the following: STATEMENT OF WORK ALBANIAN PROGRAM SPECIALIST I. SCOPE OF WORK The International Trade Administration (ITA), Central and Eastern Europe Business Information Center (CEEBIC) have a requirement for a Program Specialist with expertise in the Albanian economy and foreign trade regime. The CEEBIC is a key component of ITA?s strategy to support economic and business development in Albania. Following the visit of Assistant Secretary Lash to Albania in May 2004, CEEBIC has developed a number of business development initiatives to fulfill the A/S Lash?s pledge of support to the Albanian government in the areas of energy, telecommunications, and general business development. In order to carry out its goals and objectives for these initiatives, CEEBIC needs the services of a Program Specialist with an expertise in Albania who will implement its specialized initiatives and focus on the development of commercial ties between Albania and the U.S. The Contractor shall be required to work a maximum of three days per week Monday through Friday to carry out the promotion of U.S. exports and investment specifically to Albania and make the U.S. business community fully aware of the opportunities and challenges of doing business there. Specifically, the Contractor shall: ? Implement CEEBIC?s business development strategy for Albania?s energy sector. This will include:  Researching and writing reports on Albania?s thermal, hydro, and renewable energy sectors, including the distribution and transmission of electricity  Analyze export and investment opportunities in Albania?s energy sector which may exist for U.S. companies;  Maintain a web page on CEEBIC?s website on commercial opportunities in Albania?s energy sector. 1. Maintain and update CEEBIC?s website pages for Albania to inform U.S. companies about the latest economic and commercial news, industry sector information, and export and investment opportunities. 2. Research and write overviews of the most promising industry sectors in Albania and commercial opportunities available to U.S. companies in Albania. 3. Provide updates on trade regulations, investment climate, changes in legislation that affect the U.S. business community, and sources of finance. II. REQUIREMENTS 1. Prepare informational material about the latest commercial developments in the Albanian market for U.S. companies and how they can best access them. 2. Conduct market research on Albania using both the English and Albanian languages. Write articles about various market sectors in Albania with overviews of the industries and potential export and investment opportunities for U.S. companies. These articles will be published on CEEBIC?s website and in its quarterly publication the Southeastern Europe Commercial Quarterly and the weekly newsletter the Southeastern Europe Business Brief. 3. Maintain and update the Albania page, the Commercial Opportunities in the Energy Sector page, Commercial Opportunities in the Telecommunications Sector page, and Latest Economic and Commercial News page of CEEBIC?s website, CEEBICNet. 4. Contribute articles about the latest commercial and economic developments in Albania to the quarterly publication the Southeastern Europe Commercial Quarterly and the weekly newsletter the Southeastern Europe Business Brief. 5. Identify the relevant materials for the backbone of the Albania Information Kits. (Kits are custom-made for each U.S. company and will contain some basic information which everyone will receive as well as information tailored to the individual needs of each company.) Work with CEEBIC Overseas Specialist in Albania to gather additional materials for the backbone of the kit. Fill company requests for Information Kits in a timely fashion. III. DELIVERABLES 1. Submit informational materials to the director for review, prior to releasing to the public, a minimum of two reports should be produced per month. 2. Submit market research to the director for review, prior to releasing to the public, a minimum of one report should be produced bi-monthly. 3. Provide a monthly update detailing number additions and changes made. 4. Submit an article weekly to the editor of the Southeastern Europe Business Brief, due every Thursday by noon. 5. Update the ?How to Export to Albania? guide. Provide monthly status report of U.S. companies assisted and add new companies to database. Offerors proposal will be evaluated using a best value analysis. The evaluation criteria listed in the descending order of importance will be use to rank each proposal submitted in response to this solicitation: (1) Technical (2) Past Performance and (3) Price. Proposal instructions: Offerors must submit a separate technical and price proposal. The technical proposal is limited to fifteen double spaced pages. The technical proposal must address the following sub-factors (a) Written and oral fluency in both English and Albanian languages (b) Working knowledge of the Albanian economy, and foreign trade regime. (c) Familiarity with economics, political and financial developments. (c) Working experience with preparing articles, briefings and informational material and (d) Working experience with Web Design. Offers must submit three current Past Performance References for providing similar services. Each reference must include name, address and telephone number of each point of contact; the type of contract and the dollar value, if applicable. Each Offerors price proposal must include an estimate of the number of labor hours required to complete each deliverable. Technical questions resulting from this solicitation must be emailed no later than five business days from the posting of this notice. Offerors must include a completed copy of the provision as 52.212-3, Offerors Representations and Certifications-Commercial Items with its offer. Failure to submit a completed copy of this provision may result in the Offerors proposal being considered non-responsive. Clause 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following clauses and provisions are included as an addendum and are incorporated into this solicitation, 52.204-7, 52.213-4, 52.222-3, 52.222-21, 52.232.-33.
