- This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 541690. It is the intent of the National Library of Medicine (NLM) to procure professional support services for the National Information Center on Health Services Research and Health Care Technology (NICHSR) on a sole source basis from the Society for Public Health Education (SOPHE). NICHSR plans to provide support to SOPHE for planning, conducting, and evaluating a two-day CDCynergy Train-the-Trainer session in the Washington, DC area for 14 health educators and 16 health sciences librarians. Ms. Blakely Pomietto, MPH, SOPHE's Manager of Education and Technology Outreach, will serve as the Project Director for this initiative. Ms. Pomietto currently coordinates SOPHE's CDCynergy Training Network and interfaces with all aspects of CDCynergy-related projects throughout the country. The purpose of this agreement is to improve public health by expanding the network of CDCynergy trainers who can teach public health professionals and others to improve the effectiveness of their health communications planning, implementation, and delivery. The impact of the effort will be increased by supporting the capacity of the newly trained CDCynergy trainers to conduct CDCynergy trainings in their state/local areas and by evaluating the partnership/exchange between health educators and medical librarians who are CDCynergy trainers in their knowledge and use of various health information databases and other electronic resources that can enhance the effectiveness of public health interventions. VALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow NLM to evaluate the following criteria for award. Criterion A: (50 points) - Vendor must have conducted at least 75 Certified Health Education Specialists (CHES)- approved workshops on CDCynergy at the local, state and national levels, and trained more than 450 health professionals. Criterion B: (50 points) - Vendor must have a project manager with a Master of Public Health (MPH) in Community Health Education and experience in managing a network of CDCynergy trainers. This requirement is for a base year with option for one (1) successive one-year period. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation.
