- This public announcement is being issued as required by the Office of Management and Budget (OMB) Circular A-76 (Revised), dated May 29, 2003. The U.S. Department of State (DoS) announces its intent to conduct an A-76 competition to determine whether the work described below in support of the Office of Multi-Media Services (MMS) will be performed by the Federal Government or by a private source. The duration of competition will be 18 months, with a performance announcement expected in June 2006. DoS/MMS creates products that are distributed worldwide to approximately 260 embassies and consulates for internal use or for further distribution to contacts within a geographic region. Individual products may be translated into 40 or more languages. DoS/MMS intends to conduct this acquisition using the Standard Competition Procedures as provided in the OMB Circular A-76. Further, the intent is to make one award to a single service provider who would be responsible for providing all of the technical and business services under study. MMS does not intend to make separate awards for each business and technical service under study. In general, the selected business and technical services under study and type of work to be performed under each service area include the following: Publications fulfillment print production capability is comprehensive for servicing quick turnaround, black and white, and color digital requirements, and 1 to 6 color offset requirements. This includes storage of products, order processing, kitting and packing, logistics, and financial management services involved in distribution of stock publications. Offset Printing Gestetner/Riso/Mimeo covers a significant range of actual printed products and spans levels of complexity from letterhead and newsletters to high quality books and magazines involving sophisticated pre-press processes and large-scale bindery functions. High-Speed Copying includes color and black and white copying services. Copier Management handles duties surrounding the acquisition, placement, maintenance; invoice processing, meter reading, supply management, and service contract management for convenience copiers deployed throughout Main State and various annexes. Graphic Design includes document layout, preparation of electronic and print-ready files, and higher-end creative design services. Web-Site Design encompasses the creative design and html coding of information for posting to Web sites. Content Creation and Management encompasses the researching, writing, and organization of information for publication. CD Creation/Mastering includes the compilation and mastering of CDs. CD Duplication includes the duplication, labeling, and packaging of CDs. Document Imaging, Document Scanning and Image Scanning and Conversion: these closely linked services focus on converting paper-based images (or possibly micro-fiche or microfilm) to indexed, searchable, and printable electronic files. Database Management encompasses the archiving, retrieval, back-up, and security of mission-critical "document" files. Translation Services involves the translation of documents from one language to another. Editorial Services consists of editing for style and content, copy writing, proofreading, and factual research for the preparation of print publications. Approximately 199 full-time equivalents are currently performing these selected activities (86 civil servants, 89 locally engaged staff, and 24 incumbent contractors). The U.S. Department of State Office of Multi-Media Services is currently operates in three locations: Washington, D.C., Manila, and Vienna.
