Description
The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE), NJ intends to procure Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPSs) in support of F/A-18 Shop Replaceable Assemblies (SRAs) on a non-competitive basis with the Boeing Company, St. Louis, MO. This requirement is for recurring quantities of CASS OTPSs to test the Advanced Targeting Forward Looking Infrared (ATFLIR) SRAs. Items include a maximum of up to 32 copies procured in any given year between FY-04 and FY08, not to exceed 32 copies in total throughout all years for three (3) SRAs as well as acceptance testing. The Navy does not own specifications, drawings and related data to permit full and open competition. Boeing is the only firm that possesses the detailed technical knowledge, engineering experience, aircraft integration information and technical data. NAWCADLKE intends to procure these items under the authority of 10 USC 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based on the responses received to this notice will be solely within the discretion of the Government. Numbered Note 22.
