Description
The US Army Corps of Engineers, New York intents to issue an Invitation For Bid (IFB) for an award of a contract for the construction of a new bulkhead and related work, outfall structures and drainage outlets, restoration of the river bank and resto ration of tidal wetlands along the Passaic River in Newark, NJ, from Station 52+24.70 to 86+25, representing a distance of approximately 3400 ft, with options for work between Station 37+10, and 52+24.70, and between Stations 86+25 and 92+13.59, representi ng a combined distance of the optional work of approximately 2100 ft. The bulkhead will be constructed of steel sheet piling, steel piles, anchor tie-backs, and concrete cap. Installation of the bulkhead will require demolition of existing concrete struc tures, block or brick walls and retaining walls, timber pilings or bulkhead, wood or timber structures, chain lin fence, guidereail, and streelights. The project will also require excavation of material, including contaminated sediment from the Passaic Ri ver. This procurement is being solicited as UNRESTRICTED. The applicable NAICS Code is 234990 with a small business size standard of $28.5 million. The estimated cost for this project is $10,000,000.00 TO $15,000,00.00. The proposed construction will con sists of furnishing all labor, materials and equipment, and performing all work in accordance with the specifications and drawings for the completion of this phase of the entire restoration project, located between Center Street and Bridge Street. The dura tion of the project is approximately 548 calendar days after the issuance of the Notice to Proceed. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at http://nan.usace.army.mil. (Contracting Oppor tunities). Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Abode Acrobat Reader. Minimum system requirements are pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferre d method, however, CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will NOT deliver to P.O. boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USAED, NY. Solicitation documents for this construction effort will be available on or about 03 August 2004. A Small Business Subcontracting Plan is required for all large firms. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offero r ineligible for award.
