- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 5.201. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) FA8604- 05-R-6038. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25 effective 04 November 2004 + Class Deviation 2004-o0001 and DFARS Change Notice 20041122. The following clauses and provisions apply: FAR 52.204-7, 52.212-1, 52.212-3, 52.212-4 and 52.212-5, and DFARS 252.204-7001. This procurement is a sole source requirement IAW FAR 6.302-1 to The Mathworks, Inc. of Natick, MA. The MathWorks, Inc of Natick MA, is the only known source that can satisfy the government?s requirements in accordance with FAR 6.302- 1 ?Only one responsible source and no other supplies or services can satisfy agency requirements.? MathWorks Inc is the designer, developer, manufacturer, and only seller of MatLab engineering suite of tools that can provide the technical support, upgrades and documentation required by the government. This purchase will be for base year (12 months), and two (2), one- year priced options. Base year period of coverage is 12 months from 1 January 2005 through 31 December 2005. Each priced option?s coverage will be for a period of twelve (12) months from the previous year?s last day of coverage. Resulting contract will include FAR 52.217-8 ?Option to Extend Service? in full-text, with notification of thirty (30) days prior to end of coverage of each year. In accordance with FAR 15.306(a), the Government may award without discussions. This RFQ has the following line items(s): CLIN Descriptive Data Qty Period of Coverage 0001 MATLAB Software to include Simulink, 11 ea 1/1/05-31/12/05 Aerospace Blockset, Curve Fitting Toolbox Control System Toolbox, Extended Symbolic Math Toolbox, System Identification Toolbox, Neural Network Toolbox, Optimization Toolbox, Robust Control Toolbox, and Signal Processing Toolbox. Including technical support, upgrades and software documentation. 0002 MATLAB Software to include Simulink, 5 ea 1/1/05-31/12/05 Curve Fitting Toolbox, Control System Toolbox, Extended Symbolic Math Toolbox, System Identification Toolbox, Neural Network Toolbox, Optimization Toolbox, Robust Control Toolbox, and Signal Processing Toolbox. Including technical support, upgrades and software documentation. 0003 MATLAB Software to include Simulink, 16 ea 1/1/05-31/12/05 Control System Toolbox, Optimization Toolbox, Robust Control Toolbox, Stateflow (1 only), and Signal Processing Toolbox. Including technical support, upgrades and software documentation. 1001 OPTION CLIN YR 1 MATLAB Maintenance 11 ea 1/1/06-31/12/06 to include Simulink,Maintenance, Aerospace Blockset Maintenance, Curve Fitting Toolbox Maintenance, Control System Toolbox Maintenance, Extended Symbolic Math Toolbox Maintenance, System Identification Toolbox Maintenance, Neural Network Toolbox Maintenance,Optimization Toolbox Maintenance, Robust Control Toolbox Maintenance, and Signal Processing Toolbox Maintenance. Including technical support, upgrades and software documentation. 2003 OPTION CLIN YR 2 MATLAB Maintenance, 11 ea 1/1/07-31/12/07 to include Simulink Maintenance, Control System Toolbox Maintenance, Optimization Toolbox Maintenance, Robust Control Toolbox Maintenance, Stateflow (1 only) Maintenance and Signal Processing Toolbox Maintenance. Including technical support, upgrades and software documentation. DESCRIPTION: ADP Software Proposals must price each above line item listed. Please note if manufacturer requires a license agreement to be signed by the government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation. Therefore, please modify accordingly and submit with your quote. License Agreements submitted without complying with all Federal Laws, Statutes, and Federal Acquisition Regulations shall be deemed as unresponsive and will not be considered for award.
