- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a sole source requirement for the commercial software described below. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NTSBQ050013 and the solicitation is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This is a sole source procurement. The associated NAICS code is 423430 and the small business size standard is 1000 employees. The NTSB has a requirement for PolyAnalyst 4.6 Professional - 2-seat license and 1-year software support. The NTSB intends to acquire this software from Megaputer Intelligence Inc. of Bloomington, Indiana, on a sole source basis because PolyAnalyst is a comprehensive suite of advanced data mining tools and is unique because it can be used to analyze both the structured data found in database fields, and the unstructured data contained in text narratives. The suite includes all the functionality necessary for data importing, cleaning, manipulation, visualization, modeling, scoring, and reporting. This software shall be delivered FOB destination to the National Transportation Safety Board, 490 L'Enfant Plaza, East, SW, Washington D.C. Inspection and acceptance will be at destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror is required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, and the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition The following additional FAR clauses in the clause are applicable to this acquisition.
