- The Southern Plains Area for the Agricultural Research Service, of the U.S. Department of Agriculture intends to issue an award to Kincaid Equipment Manufacturing, Haven, KS 67543. This is a sole source procurement under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for proposals (RFP) for competition. The USDA, Conservation & Production Research Laboratory in Bushland, Texas requires 1 Used Plot Combine with the following minimum specifications. Purchased a used plot combine equivalent to a Massey Ferguson MF 8-XP (Kincaid Equipment Manufacturing) with no more than 700 engine/combine hours and a 1995 model year or newer; Minimum 75 HP, 4-cyclinder diesel engine; Equipped with a 1.5 m (5 ft) platform header table with 6-batt finger reel for grain (wheat, soybean, sorghum, sunflower, etc.) harvesting; Wheel spacing must be 60 inches front and rear. Can be adjustable with a minimum spacing of 60 inches and a maximum spacing of 80 inches; Must be adaptable to a customer supplied 2-row John Deere corn header (model 293); Must be adaptable to a customer supplied 2-row John Deere row crop header (soybeans, sorghum, sunflowers, etc.) (model 253); Combine must have a weigh bucket for 45 pounds; Combine must have a grain tank capacity of at least 40 bushels; Must have a ?Harvestmaster? Bucket System Electronics package (CCU, printer, and Allegro PC) to automatically record plot yields; Must permit in-cab seed sampling; Must a have an adjustable vein straw chopper to chop the straw before depositing it on the soil; Must have a cab with heater and air conditioner and full set of gauges; Minimum one-year warranty for 50% parts and 50% labor. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Kincaid without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is January 20, 2005.
