Description
PM Optical and Non-Lethal Systems (ONS) of the Marine Corps Systems Command (MARCORSYSCOM) is conducting a market survey to ascertain industry capabilities to satisfy the Scout Sniper Day Scope requirements. We desire any information on capabilities and performance of the respondent's existing system that could be demonstrated within the next three to six months. The SSDS system could have an Initial Operating Capability (IOC) as early as June 05. Please include in your response information addressing: (1) fully qualified and commercially available systems; (2) production status of major system and components; and (3) availability of design and support documentation such as specifications of major subsystems and components. The response should include the following specific data: (4) performance specifications of the system; (5) any environmental data related to MIL-STD 810 or equivalent environmental testing or qualification (6) description and data of any previous government tests or evaluations, and (7) cost and delivery schedule for the following quantities: 1-200, 201-500, 501-800. Information in your response should also address logistics support requirements: (8) maintenance schedules to include inspections and servicing, and the recommended maintenance concept; (9) reliability, maintainability (R&M) data; (10) Training requirements,; (11) Support Equipment; (12) Packaging, Handling, Storage and Transportation (PHS&T); (13) Supply support, to include obsolescence mitigation. The SSDS must meet the following attributes: *The scope shall mount on the existing rail systems on the M40A3 and M82A3 sniper rifles, with no modifications to the weapons. (threshold = objective). *The scope shall be capable of achieving and maintaining zero (threshold = objective). The scope shall allow for adjustable variable magnification with a low magnification of no more than 4.5x (threshold), 3x (objective); and a high magnification of 10x (threshold), 15x (objective). *The scope shall have external parallax and diopter adjustments (threshold = objective). *The scope shall have a first focal plane, USMC mil dot duplex type reticle (threshold = objective). *The scope shall allow for Minute Of Angle (MOA) windage adjustments of ? MOA (threshold), ? MOA (objective). *The scope shall allow for use of properly matched adjustment cams to fire from 100 yards out to the maximum effective range for the M40A3 firing M118LR (175 grain) ammunition, and the M82A3 firing MK211 Raufoss ammunition, with MOA elevation adjustments of ? MOA (threshold), ? MOA (objective). *The scope body shall weigh no more than 2 lbs, 3 oz. (threshold), 2.0 lbs (objective). Total weight of the system to include scope body and mounting solution shall weight no more than 3 lbs (threshold = objective). *The scope shall be waterproof to 33 feet (threshold = objective). *The scope shall be durable, able to withstand the repeated firing of the M40A3 and the M82A3 sniper rifles without damage or degradation of accuracy or zero (threshold = objective). System maturity, as evidenced by demonstrated performance and data of major system and components from off-the-shelf systems is highly preferable; lengthy development alternatives are not desired. Interested parties should be willing to allow a site visit by a Government team to review system documentation and related design/test data. Interested parties should submit a written statement of interest, including a description of the item(s) considered to meet the criteria herein, with the above requested unclassified data, by close of business January 26, 2005, to the Commanding General, MARCORSYSCOM, ATTN: (PM Optical and Non-Lethal Systems, Ms. Jean Beal or Maj A. Boothby), 2200 Lester St., Quantico VA 22134. Limit hard copy response to written 10 pages with additional information on a CD ROM, catalog or brochure. This notice does not constitute an Invitation for Bids or a Request for Proposal, and it is not a commitment by the U.S. Marine Corps to procure products or services. The Government is only seeking possible sources and information for future needs. No solicitation document exists at this time. The Government does not intend to award a contract on the basis of this Request For Information or otherwise pay for the information solicited. However, respondents to this Request for Information will not be excluded from consideration for contract participation in any potential follow-on hardware development activity. The Government does not intend to pay for the information solicited.
