Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The U.S. Coast Guard (USCG) seeks sources for a minimum of three (3) helicopters, similar to the USCG HH65 (eg: AS 365 Dauphin) such that USCG pilots and aircrew already qualified on the HH-65 can operate them with minimum additional training. The ideal candidate(s) will be configured and equipped similar to the USCG HH65 Dolphin and be either: 1) immediately flyable with only minor maintenance and available in a quantity of at least three (3) nearly identical airframes; or 2) be in sufficiently good condition, to enter the USCG?s Depot Level Maintenance facility for refit. In general, the requirements for these aircraft are: twin engine, dual controls, day/night, maritime operations (flotation systems) with a maximum gross weight of approximately 9200 lbs. The aircraft must be capable of operating in FAA and ICAO IFR environments with systems and equipment enabling operations in moderate rain; fog; snow; sleet; and other adverse weather conditions. The aircraft must be certifiable helicopter in accordance with Federal Aviation Regulations Part 25, Part 34, and Part 36 and suitable for worldwide operations from military and civilian aerodromes. Aircraft offered as ?immediately flyable? must have engines capable of producing a power margin of 10% on a standard tropical day (29.92, 32?C) no wind HOGE at max gross weight. Desired navigation equipment includes VOR, TACAN, GPS, mission computer unit and 3 or 4 axis auto-pilot. Desired communication equipment includes HF, UHF, VHF-AM/FM. Desired sensors include a weather radar, IFF, and UHF/VHF direction finding (DF) capability. Other desired miscellaneous equipment includes pressure refueling systems compatible with current USCG fueling equipment, a rescue hoist and external cargo hook capable of lifting up to 2000lbs. Aircraft capable of shipboard operations to include folding blades and tie-down systems are desirable. There is no bid package or solicitation document associated with this announcement. The request information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
