Description
The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, has posted the Final Request for Proposal (RFP) on the following website, http://www.te.plk.af.mil. When entering the website, select the PK link in the left menu. Under "Active Procurements" select RSS. Any further postings referring to the Responsive Small Spacelift (RSS) source selection will be found at the website only. There will be no further postings on FedBizOpps. All amendments and information regarding the RFP will be made directly to the website without prior notification. It is strongly encouraged that the website be visited on a regular basis. Questions pertaining to this announcement shall be directed to Ms. Cassandra Caputo, Contracts Specialist, SMC Det 12/PKN at (505) 853-1750, email cassandra.caputo@kirtland.af.mil, (telefax (505) 846-6387). After 6 February 2005, the primary POC will be Capt Steven L. Howard, steve.howard@kirtland.af.mil, 505-853-6690. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Space and Missile Systems Center ombudsman, Mr. Pat Devine at (310) 363-3571. Notes 8, 25 & 26 apply to this acquisition.
