- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W74V8H-04-R-0015 is issued as a request for quotation (RFQ). This solicitation is 100% set aside for Small Business Concerns. The associated NAICS code is 541618 and small business size standard is $6 million. The Defense Contracting Command-Washington is soliciting proposals for the following requirement (No Substitutes): STATEMENT OF WORK - BACKGROUND: The Department of Defense, Office of Assistant Secretary of De fense, Networks and Information Integration (OASD NII) continues to engage comprehensively and proactively in policy-making and regulatory forums both within the United States and internationally. This engagement has yielded positive results, contributing to efforts by the Department to safeguard spectrum access and to contribute to the stabilization and development of civil-military spectrum relations required to support all Department activities and operations globally. In addition, OASD NII has continu ed to work with other agencies in the domestic arena to coordinate policies affecting the use of spectrum within the continental U.S. (CONUS) - both for national security/homeland security and for continued commercial telecommunications sector growth. Cont inued and expanded efforts to shepherd the spectrum resources of the Department of Defense (DoD) are imperative, both internationally and domestically. At home, DoD will continue to navigate between pressing commercial needs and desires for spectrum, adva ncing and changing technologies, and ongoing military needs for spectrum, across all Services. Outside CONUS, the successful prosecution of the War on Terror requires proactive support and engagement for the war fighter's access to spectrum resources on m ultiple fronts, particularly in Iraq and Afghanistan. OSD NII must continue to play an integral role in aiding our allies in the Middle East and western Asia to develop spectrum-based military capabilities and to coordinate that development with the paral lel development of commercial telecommunications industries. SCOPE: The contractor will provide support for continued outreach and coordination of DoD spectrum-management policies, as well as monitoring of the development of regulations and commercial i ssues that may impact the Department's access to, and use of, spectrum. The scope of this support will include domestic (CONUS) spectrum issues, as well as international issues and developments, particularly those arising in Afghanistan, Iraq and other ac tive fronts in the Global War on Terror. The contractor must have a thorough knowledge of DoD spectrum policies and be conversant regarding international agreements and their effect on spectrum globally. Domestically, the contractor will monitor, advise and support OSD NII on: Issues pertaining to spectrum relocation to make way for commercial 3G licensing (including congressional deliberation of spectrum 'trust fund' legislation); Issues involving commercial use of unlicensed devices (e.g., '802.11(b) ' Wi-Fi' or ultra-wideband devices); Spectrum encroachment on its potential effects on DoD systems; Forums such as the high-level DoD Spectrum Summit that develop and further coordination among military users, U.S. government agencies and the commercial tele com industry; Government reform efforts arising from the 2003 Presidential Initiative on Spectrum and hearings on the 2003 World Radio communication Conference (WRC); Any other spectrum-related issues arising in Congress, the Federal Communications Commiss ion or state regulatory agencies; Preparations for the next WRC to be held by the International Telecommunication Union. Internationally, the contractor will p rovide support for DoD and other U.S. government efforts to stabilize and develop government institutions affecting spectrum management in Iraq and Afghanistan, and potentially in other vital locations in the Global War on Terror, as they may arise. This will include support for military-to-military ties among U.S., Coalition and host-nation forces, as well as military-to-civilian ties among U.S., Coalition and host-nation civil authorities. It will also include support for efforts to provide training for host-nation authorities and personnel, and/or to enhance the network and equipment capabilities of host-nation governments. OBJECTIVES: To enable DoD to take and maintain the lead in policy implementation for spectrum management, both at home and abroad . DoD would continue to build a now-growing reputation for engagement and expertise in spectrum management. This would translate into success on multiple objectives: Continued or increased access to spectrum resources by U.S. and Coalition forces overse as; Capacity building of host-nation military and civilian spectrum managers; Stabilization and improvement of security in allied host nations; Continued access to sufficient spectrum within the United States to achieve DoD's missions and goals; and Evolut ion of DoD spectrum policies to accommodate new systems and/or new missions necessary to protect Homeland Security and National Security. TASKS: Responsibilities of the contractor include: preparing reports, memorandums and other printed materials as d irected; preparing training materials, presentations and other pedagogical tools as directed; and providing advice and organizational and logistical support for the DoD Spectrum Summit and similar events sponsored by OSD NII. DELIVERABLES: The deliverable s will consist of reports, memorandums, written congressional testimony, organizational blueprints for future spectrum summits, and any other written documents or verbal presentations, as directed by OSD NII. On a weekly basis, as developments warrant, OS D NII will require written advisories to track spectrum-related developments concerning Federal Communications Commission (FCC) actions, National Telecommunications and Information Agency (NTIA) decisions, International Telecommunication Union (ITU) policy changes, Congressional activity, and industry developments that may have an impact on the spectrum interests of DoD. This tracking information will be provided to allow DoD to immediately respond to new issues as they emerge and proactively position the Department's policy interests as they relate to spectrum. The contractor will provide, on a monthly basis - or within whatever time frame is stipulated by OSD NII as developments warrant - proposed talking points and proposed comments to staff to outline the Department's position on federal spectrum policy issues. This will take the form of talking points for officials who are meeting with counterparts at other federal agencies and within the international spectrum management community. This input also w ill take the form of proposed comments concerning documents on which the Department's feedback is solicited, such as the President's Spectrum Initiative. It will also include proposed DoD comments concerning pending NTIA and FCC decisions, on which feedba ck from federal stakeholders is solicited. This input will include the preparation of speech materials, including PowerPoint presentations, to industry and federal government groups concerning spectrum policy areas of interest. The contractor will provid e logistical and substantive support for the annual DoD Spectrum Summit and other events of this nature sponsored by OSD NII. For the DoD Spectrum Summit, this will include the selection of speakers and outreach to panelists and keynote presenters, the de velopment of an agenda of program activities for the event, the coordination of speaker-related and OSD NII-related logistical matters, including invitations an d follow-up information. Per the Spectrum Summit, this also includes outreach to stakeholder groups beyond the DoD spectrum stakeholder community, including industry and other federal government agencies, both in terms of attendance and active participatio n as speakers. The Summit-related deliverables include preparation of speaker materials for OSD NII presenters, on-site conference coordination and organizational planning for future Summits. The written deliverables include outreach communications to pa rticipants, draft agendas for OSD NII approval, compilations of written presentations, planning memoranda, publicity materials, invitations, follow-up logistical instructions for participants. Research must be provided on a weekly basis, or as needed with in timeframes stipulated by OSD NII as events warrant, concerning spectrum policy and advanced technology issues. This will take the form of reports that are used by OSD NII in outreach efforts to other DoD organizations to provide updates on current matt ers of spectrum policy. Reports will include such outreach efforts to overseas organizations, including ITU, for use in World Radio Communication conference preparation. The contractor will provide support on a monthly basis, or as frequently as required by OSD NII as developments warrant, for relocation cost-estimate efforts related to plans for 3G licensing. This will include follow-up outreach efforts on draft written reports outlining these relocation costs in anticipation of spectrum 'trust fund' le gislation, in the form of memoranda and other required materials to explain those figures in detail within DoD and to other government stakeholders. As needed, this would include the drafting of written Congressional testimony or verbal presentations. Th roughout the year, on an as-needed basis as requested by OSD NII, the contractor will provide support for DoD as part of U.S. government efforts to stabilize and develop government institutions affecting spectrum management in Iraq and Afghanistan. As dir ected by OSD NII, this will include draft spectrum management policy directives and guidance documents related to radio frequency use and host-nation agreements relating to spectrum. At the direction of OSD NII, research materials in the form of reports o r other written communications will also be provided to include an international regulatory perspective on these issues. Deliverables will include the preparation and delivery of training materials on an as-needed basis, at the request of OSD NII, for gov ernment institutions that shape spectrum management in critical locations in the Global War on Terror. This on-site support may include training for spectrum managers and policy experts. Throughout the year, on an as-needed basis as requested by OSD NII, the contractor will provide training materials and advisory guidance concerning the Department's input into the President's Spectrum Initiative. This will include policy and technical advice on OSD NII's contributions to the recommended activities outlin ed in the initiative, including standardization of methods to evaluate spectrum efficiency and effectiveness and cooperation with other agencies and NTIA on the development of a best practices handbook. Throughout the year, on an as-needed basis as reques ted by OSD NII, the contractor will provide input to DoD as part of the WRC planning process, including monitoring international policy developments relevant to the Department's strategic position at the next Conference. This monitoring will take the form of reports or other guidance documents, as needed by OSD NII. The contractor also will provide strategic policy planning assistance to OSD NII concerning relevant WRC 2007 agenda issues, including position papers and other documentation, as requested. C oncerning WRC Congressional hearings, the contractor also will provide outreach support and assistance in planning hearing materials to OSD NII. SECURITY REQUI REMENTS: At least one key member of the team shall have the requisite security clearances to adequately assess the range of issues presented by DoD spectrum use (Top Secret, SCI preferred). TRAVEL REQUIREMENTS: Travel will be a cost-reimbursable item, not to exceed $30,000, as determined and approved by the POC/COR. Travel shall be in accordance with FAR 31.205-46 and JTR/FTR. PERIOD OF PERFORMANCE AND TYPE CONTRACT: The period of performance will be one base year with 3 option years. Date of base y ear award through January 31, 2006, or 12 months from the date of award, whichever comes later. The contract will be firm fixed-price. Offers are due no later than 1200 hours, Tuesday, 25 January 2005 and shall be submitted electronically to cheryl.hampt on@hqda.army.mil. 52.212-2 Evaluation -- Commercial Items (Jan 1999) - (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Governme nt, price and other factors considered. The following factors, listed in order of importance, shall be used to evaluate offers: Factor 1 - Key Personnel: This factor involves evaluation of the personnel proposed for this effort. Each offeror will submit resumes of all personnel, which reflect the experience and qualifications consistent with their proposed role. Include the quality, currency and depth of experience of individual personnel in providing comprehensive, broad support to similar projects rel ated to policy and technical developments in spectrum management; depth of education and experience on other similar projects, including broader domestic and international spectrum regulatory developments; currency, quality and depth of ability to manage a nd supervise policy support initiatives that are relevant in terms of both topic and scope, including spectrum policy and technical analysis, strategic planning and assessment; and security clearance; Factor 2 - Understanding the Requirement: The offeror will be evaluated on how they envision providing the services, their understanding of the requirements, and demonstrated technical capability; Factor 3 - Past Performance: The offeror will be evaluated based on their history of successful delivery of proj ects, history of producing high-quality reports, speaking materials, training and outreach documents, history of staying on schedule and providing relevant, real-time input; quality of cooperation with and responsiveness to key government team personnel, a nd quality of past performance on prior similar efforts outlined in the Statement of Work; and Factor 4 - Price - provide a separate firm fixed-price for the base year and each of the three (3) option years. Factors 1, 2, and 3, when combined, are more im portant than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptanc e specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its rec eipt, unless a written notice of withdrawal is received before award. (End of Provision) 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000) - (a) The Government may extend the term of this contract by written notice to the Contractor within 7 days of contract expiration; provided, that the Government gives the Contractor a prelim inary written notice of its intent to extend at least 14 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to inc lude this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years.
